Ying Yong, Chief Grand Prosecutor and Prosecutor General of the Supreme People's Procuratorate (SPP) of China, and Spain's Attorney General Alvaro Garcia Ortiz jointly sign a memorandum of understanding on cooperation between China's SPP and Spain's Public Prosecutor's Office.

At the invitation of Spain's Attorney General Alvaro Garcia Ortiz, Ying Yong, Chief Grand Prosecutor and Prosecutor General of the Supreme People's Procuratorate (SPP) of China, led a Chinese procuratorial delegation on an official visit to Spain from July 20 to 22.
During the visit, Ying held separate meetings with Garcia and the President of the Constitutional Court of Spain Candido Conde-Pumpido Touron.
Ying noted that Spain is an important strategic partner of China in Europe. Since the establishment of diplomatic relations, the two countries have upheld the spirit of mutual respect, equality and mutual benefit, fostering a comprehensive strategic partnership, he said.
Noting this year marks the 20th anniversary of the establishment of the comprehensive strategic partnership between China and Spain, Ying said that both countries have jointly released an action plan to strengthen their comprehensive strategic partnership with greater strategic focus and development vitality.
Ying talked about the visit of Spanish Prime Minister Pedro Sanchez to China in April this year— his third one in three years — and his meeting with Chinese President Xi Jinping and the important consensus they reached.
As a crucial component of the China-Spain comprehensive strategic partnership, the cooperation in the field of law enforcement and administration of justice has continued to strengthen, providing a solid legal safeguard for further advancing the partnership, Ying noted.
Ying briefed the Spanish hosts about China's judicial system and procuratorial work. He said that the Constitutional Court and the Public Prosecutor's Office are crucial judicial bodies in Spain, while Chinese procuratorial organs serve as judicial supervision bodies responsible for ensuring the unified and correct implementation of the law. They bear important responsibilities in promoting the rule of law and upholding fairness and justice, he said.
Under the leadership of the Communist Party of China, Chinese procuratorial organs fulfill their obligation of legal supervision in accordance with the law, and make consistent efforts to promote the procuratorial practice of Xi Jinping Thought on the Rule of Law, to better contribute to comprehensively deepening reform and advancing Chinese modernization.
To better benefit both countries and their peoples, the SPP is willing to work with the Constitutional Court and the Public Prosecutor's Office of Spain to jointly implement the bilateral action plan under the strategic guidance of the leaders of both countries, to enhance cooperation in combating transnational crimes, drug-related crimes, cybercrimes, money laundering and corruption, and to promote the application of information technology (IT) in the judicial field and exchange and training of judicial personnel, according to Ying.
Garcia and Conde-Pompidou extended a warm welcome to the Chinese procuratorial delegation, expressing admiration for China's achievements in the development of the rule of law and judicial work.
They expressed their willingness to take this visit as a new starting point to further strengthen exchanges and cooperation with China's SPP and other judicial bodies, to expand cooperation in areas such as combating transnational crimes and corruption, and promoting informatization, and judicial officers' training, so as to better serve the economic and social development of both countries.
Ying and Garcia jointly signed a memorandum of understanding on cooperation between the SPP of China and Spain's Public Prosecutor's Office, which aims to develop and promote exchanges and cooperation between the two countries' procuratorial authorities, including organizing seminars on topics of common interest, conducting exchanges and training for prosecutors, enhancing mutual understanding of each other's legal systems, and providing necessary assistance in accordance with the law in combating transnational crimes and safeguarding the rights and interests of citizens and enterprises of both countries.
Chief prosecutors Yin Yijun from Jilin Provincial People's Procuratorate, Duan Wenlong from Henan Provincial People's Procuratorate, and Shi Xialian from Chongqing Municipal People's Procuratorate joined in the visit. Chinese Ambassador to Spain Yao Jing participated in relevant activities.
