At the invitation of the Supreme People's Procuratorate (SPP) of China, a delegation of 15 prosecutors from the Kyrgyz Republic visited China to conduct a study tour at the Heilongjiang Branch of the National Prosecutors College of China in Harbin, the capital of Northeast China's Heilongjiang province, from June 23 to July 5.

Hosted by the International Cooperation Bureau of the SPP and organized by the People's Procuratorate of Heilongjiang, the training program was an important initiative to implement the cooperation agreement signed between the SPP and the Prosecutor General's Office of Kyrgyzstan in 2024.

During the 11-day study tour, prosecutors from both countries participated in themed lectures and field studies, focusing on cooperation in areas including anti-corruption efforts, the fight against telecom and cyber crimes, civil prosecution supervision, and digital prosecution. These exchanges laid a solid legal groundwork for fostering connectivity and integration between the procuratorial bodies of the two countries within the framework of the Belt and Road Initiative (BRI).

Liu Yongzhi, Chief Prosecutor of the Heilongjiang provincial procuratorate, highlighted Heilongjiang's strategic role as a key node in the China-Mongolia-Russia Economic Corridor under the BRI. He emphasized that the province is promoting comprehensive revitalization through the development of new quality productive forces. He added that the coordination of high-quality development across the four major procuratorial functions — criminal, civil, administrative, and public interest litigation — plays a crucial role in supporting the province's overall development.

Liu expressed the hope that the study tour would further solidify the foundations of judicial cooperation between China and Kyrgyzstan, intensify joint efforts in safeguarding regional security, stability and law-based prosperity, and inject new vitality into the development of the rule of law in Belt and Road cooperation.
