In an effort to promote whole-process people's democracy in procuratorial work and improve the mechanisms for supervising the exercise of procuratorial power, the Supreme People's Procuratorate (SPP) has released six typical cases of procuratorial hearings in 2025, aiming to continuously enhance and optimize the effectiveness of procuratorial hearings.
Five of the six newly released cases highlight the extension of the effects of procuratorial hearings to promote long-term and sustainable solutions to persistent issues.
For instance, in the case of the administrative public interest litigation concerning the protection of underground water resources in Rongxian county in Southwest China's Sichuan province, the local procuratorate promptly followed up on supervision after adopting the opinions of the hearing officers and issuing procuratorial recommendations.
To address the difficulties raised by enterprise representatives regarding the complex procedures and high cost of obtaining water use permits, the procuratorate in Rongxian county communicated with the county's water authority.
In response, the water authority took the lead in improving on-site service plans for small and medium-sized water-intensive enterprises. In collaboration with the county's housing and urban-rural development bureau and agricultural and rural affairs bureau, the water authority established mechanisms for information sharing and referral. A coordination mechanism was also set up with the county's taxation bureau.
The Case Management Office of the SPP has urged procuratorial organs at all levels to effectively employ the hearing system, listen to the opinions presented during these hearings, and ensure their implementation.
Furthermore, procuratorial organs should work on hearings for cases involving decisions not to prosecute or not to support supervision, and tap into the oversight mechanism to ensure the appropriate exercise of procuratorial power, the office stated.
