The third session of the 14th National People's Congress (NPC), the top legislature, concluded on March 11, during which the work report of the NPC Standing Committee was passed.
The report outlined plans to advance reform and uphold the rule of law in 2025. A total of 34 legislative items are scheduled for review this year, with the draft law on procuratorial public interest litigation included.
The year of 2024 marked the 10th anniversary of the decision adopted at the fourth plenary session of the 18th Central Committee of the Communist Party of China to explore the establishment of the procuratorial public interest litigation system.
Over the past decade, procuratorates across China have handled more than 1.1 million public interest litigation cases in 14 statutory areas. The Supreme People's Procuratorate (SPP) has established collaborative mechanisms with 36 administrative agencies, and standing committees of 30 provincial-level people's congresses have adopted decisions to strengthen public interest litigation. The SPP has also actively cooperated with the NPC Standing Committee to advance the legislation on procuratorial public interest litigation. Steady progress is being made in preparatory work for the legislation.
During this year's NPC session, the Ningxia Hui autonomous region delegation submitted a collective motion on relevant legislation, while delegations from Anhui, Hebei, Henan, Heilongjiang, Hubei and Jiangsu submitted joint motions to advance this legislative process.
