SPP: Over 114,000 cases related to livelihoods handled in 2024

The Supreme People's Procuratorate (SPP) released the White Paper on Administrative Prosecution Work for the Year 2024 on March 9. According to the white paper, in the past year, procuratorial organs throughout the country handled a total of 114,000 cases of administrative prosecution supervision related to people's livelihoods.

The SPP held a press conference under the theme "Administrative Prosecution Serves the People and Contributes to Development of the Rule of Law in China", at which six exemplary cases were unveiled. It also summarized achievements of the special campaign themed on "Comprehensively Deepening Administrative Prosecution Supervision to Lawfully Safeguard People's Livelihoods and Interests," providing guidance for procuratorial organs to carry out their work in a targeted manner.

Procuratorial organs across the country focused on issues concerning the interests of the public, such as property rights registration, improper procedures in house requisition and demolition, and resettlement compensation, strengthening investigation and verification to supervise and rectify improper administrative actions.

They also intensified administrative prosecution oversight over issues like equal employment for women, safeguarding women's personal rights, and protecting the rights of vulnerable or disadvantaged groups of women, such as disabled women, elderly women, and women in rural areas, as well as issues like elderly care services and disbursements of pensions and subsidy for the retirees.

Zhang Xiangjun, Director General of the Administrative Procuratorial Department of the SPP, said that "procuratorial organs are committed to safeguarding the legitimate rights and interests of workers in accordance with the law."

Zhang said that in 2024, the SPP, in collaboration with the All-China Federation of Trade Unions, issued the Notice on Coordinating Efforts to Advance the "One Letter, Two Documents" System to Protect the Rights and Interests of Workers.

The "one letter, two documents" system is intended to improve coordination on safeguarding workers' rights and interests by regulating employers' behaviors in accordance with the labor law and relevant regulations.

They also released four typical cases on leveraging administrative prosecution supervision functions to help eradicate wage arrears, guiding procuratorial organs and trade unions nationwide to fully leverage their roles in combating such behavior.

The SPP also released typical cases of procuratorial organs safeguarding the legitimate rights and interests of workers in accordance with the law, effectively guiding procuratorial organs in various regions in handling cases in administrative confirmation, enforcement of adjudication, and other fields.

The white paper highlighted that in the past year, procuratorial organs carried out substantive resolution of administrative disputes on a regular basis, and worked to standardize the conduct of procuratorial organs in resolving administrative disputes substantively while fulfilling their legal supervision responsibilities.

The SPP, the Supreme People's Court and the Ministry of Justice, together with relevant ministries and commissions such as the National Development and Reform Commission, the Ministry of Finance, the Ministry of Human Resources and Social Security, and the Ministry of Housing and Urban-Rural Development, jointly established the "3+N" work mechanism for preventing and resolving administrative disputes. Through joint meetings and the release of minutes of symposiums, they facilitated coordination among dispute resolving mechanisms of administrative law enforcement, administrative reconsideration, administrative adjudication, and administrative prosecution.

Statistics revealed that in 2024, procuratorial organs throughout the country facilitated the substantive resolution of 7,654 administrative disputes, including 380 disputes lasting over a decade, with 1,746 cases resulting in settlements among all parties involved.
