The Supreme People's Procuratorate (SPP) and the Ministry of Education jointly issued a guideline on strengthening cooperation between procuratorates and higher education institutions in the new era.
This initiative aims to deepen the implementation of the Opinions on Strengthening Legal Education and Legal Theory Research in the New Era, which was released by the general offices of the Communist Party of China Central Committee and the State Council in February 2023, and further promote the standardized and systematic development of cooperation between procuratorates and universities.
The guideline sets forth 20 specific recommendations on high-quality collaborations between procuratorates and universities to support procuratorial work and contribute to building the country into an education power.
The document emphasizes integrating Xi Jinping Thought on the Rule of Law into every aspect of the cooperation between procuratorates and universities, and calls for strengthening the study of the thought through collaborative efforts in developing faculty, courses, and teaching materials.
Furthermore, the guideline highlights the importance of promoting exchange and cooperation in talent development on a regular basis as a key aspect of deepening cooperation between procuratorates and universities.
It advocates improving the mechanism of practice-oriented legal education at universities, actively promoting courses of procuratorial practices themed on Xi Jinping Thought on the Rule of Law, and establishing a long-term cooperation mechanism between provincial-level procuratorates and law schools through the "Procuratorial Practice Experts on Campus" program.
It also suggests exploring the establishment of a sustainable mechanism for joint talent development and strengthening the training of international procuratorial talents while advancing the professionalization of procuratorial studies.
The guideline also specifies the acceleration of theoretical research cooperation, the high-quality development of procuratorial research bases, the improvement of the overall level of theoretical research cooperation, and the expansion of channels for the transformation of research results into practical applications.
In addition, the document outlines specific requirements for expanding cooperation in procuratorial practices and conducting in-depth training collaborations. Focusing on the enhancement of procuratorial capabilities to handle each case with high quality and efficiency, it emphasizes the expedited development of procuratorial think tanks, taking innovative steps to expand pathways and platforms for practical cooperation, and broadening the scope of collaboration.
It also urges the development of efficient and high-quality training resources and the optimization of procuratorial education and training supply by sharing high-quality teaching resources.
