Ying Yong, Chief Grand Prosecutor and Prosecutor General of the Supreme People's Procuratorate (SPP) of China, met with a delegation led by Nguyen Huy Tien, Prosecutor General of the Supreme People's Procuracy of Vietnam, in Beijing on Feb 17.
Extending a warm welcome to Nguyen Huy Tien and his delegation, Ying said that China and Vietnam are friendly socialist neighbors. Under the strategic guidance of the leaders of both countries, the two countries continue to deepen the building of a community with a shared future.
This year marks the 75th anniversary of the establishment of diplomatic relations between the two countries. Xi Jinping, General Secretary of the Communist Party of China (CPC) Central Committee and Chinese President, exchanged congratulatory messages respectively with To Lam, General Secretary of the Communist Party of Vietnam Central Committee, and Vietnamese President Luong Cuong, injecting strong momentum into the development of the bilateral relationship, Ying said.
Over the years, the procuratorial authorities of both countries have maintained a strong bond of friendship featuring "comrades and brothers", with frequent high-level exchanges, extensive practical cooperation and productive achievements, he said.
In response to the delegation interests, Ying outlined China's efforts in promoting procuratorial public interest litigation and comprehensively deepening procuratorial reforms.
He described China's procuratorial public interest litigation system as a vivid manifestation and creative achievements of Xi Jinping Thought on the Rule of Law in the field of public interest protection. After a decade of continuous exploration and improvement, China has pioneered a path with Chinese characteristics in judicial protection of public interests, he said.
Noting that the 20th CPC National Congress called for the improvement of the public interest litigation system, Ying said that the SPP of China is actively working with the National People's Congress Standing Committee in advancing legislation on public interest litigation.
He said that the third plenary session of the 20th CPC Central Committee laid out key plans for further promoting reform on all fronts, including in the rule of law.
In line with these guiding principles of the plenary session, the SPP of China has formulated guidelines to deepen procuratorial reforms and enhance procuratorial work in the new era, in a bid to serve Chinese modernization with high-quality and efficient procuratorial work, Ying said.
China's SPP is willing to, under the strategic guidance of the leaders of both parties and countries, enhance exchanges, share experiences and deepen cooperation with the Supreme People's Procuracy of Vietnam, focusing on transnational crimes, criminal judicial assistance, prosecutors' training, and exchanges between procuratorial authorities in the border areas, Ying said.
He also noted that the SPP of China is ready to work with its Vietnamese counterpart to continuously improve the mechanism of the China-ASEAN Prosecutors-General Conference, and provide robust legal safeguards for the building of a China-Vietnam community with a shared future to benefit both countries and their people.
Nguyen Huy Tien expressed gratitude for Ying's warm reception, noting the longstanding traditional friendship between Vietnam and China.
He said that through mechanisms such as the China-ASEAN Prosecutors-General Conference and the meeting between Vietnamese and Chinese procuratorial authorities in border areas, both countries have engaged in multifaceted friendly exchanges and cooperation across various fields.
The Supreme People's Procuracy of Vietnam will implement important consensuses reached by the leaders of both parties and countries, actively learn from China's experiences in procuratorial public interest litigation and procuratorial reforms, and enhance bilateral cooperation in criminal judicial assistance, prosecutors' training, digital prosecution, and people-to-people exchanges between the two countries' procuratorial organs, in order to enhance their capabilities and provide legal support for the modernization of both countries, he said.
Tong Jianming, First Deputy Prosecutor General of the SPP of China, and Ninh Thanh Cong, Minister of the Embassy of Vietnam in China, also attended the meeting.
