Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the Supreme People's Procuratorate (SPP), met with a delegation led by Xu Liuping, Secretary of the Party Leadership Group, Vice-President and First Secretary of the Secretariat of the All-China Federation of Trade Unions (ACFTU), on Feb 13. The aim of the meeting was to review last year's collaborative efforts by procuratorial authorities and trade unions to safeguard the legitimate rights and interests of workers.
The construction of supervision mechanisms for the implementation of labor laws and regulations was discussed at the meeting.
Ying pointed out that further protecting the rights and interests of workers is crucial for promoting high-quality economic and social development, as well as maintaining national security and overall social stability.
He urged procuratorates at all levels to adapt to the changing landscape of new employment forms, enhance collaboration with trade unions, and fully leverage the rule of law to safeguard the legitimate rights and interests of workers, ensuring they can work in peace and contentment and contributing to overall social harmony and stability.
Ying highlighted the need to use mechanisms like the "one letter, two documents" system to promote the implementation of labor laws and regulations at the grassroots level.
The "one letter, two documents" system is intended to improve coordination on safeguarding workers' rights and interests, and includes trade union recommendations on labor law supervision. The mechanism is used by trade unions and related entities to remind employers to comply with labor laws and relevant regulations or to correct their illegal labor practices.
Ying stressed the importance of enhancing and refining the coordination between procuratorial authorities and trade unions in legal supervision to ensure the uniform and correct implementation of labor laws and regulations.
He called for strengthening legal supervision over civil and administrative litigation as well as enforcement activities in the labor field, to effectively resolve labor disputes through the rule of law, contributing to the cultivation of harmonious worker-employer relations.
Ying underscored the need to follow the guidelines on promoting high-quality and sufficient employment by implementing the employment-first strategy, urging solid efforts in public interest litigation concerning equal employment for women and safeguarding their employment rights, ensuring employment opportunities for people with disabilities, and protecting the legitimate rights and interests of workers in new forms of employment, thereby enhancing the level of protection for workers.
Xu provided a brief overview of the collaborative efforts by trade unions and procuratorates in advancing the implementation of the "one letter, two documents" system to protect the legitimate rights and interests of workers over the past year. He also put forward suggestions for further strengthening collaboration and strengthening the legal protection of workers' rights and interests.
Xu said that, in the past year, trade unions and procuratorates at all levels actively enhanced communication and cooperation, effectively safeguarding the legitimate rights and interests of laborers.
He urged trade unions to further strengthen coordination and cooperation with procuratorial organs to effectively implement various labor laws and regulations to ensure the legitimate rights and interests of workers are safeguarded.
The meeting was chaired by Tong Jianming, Deputy Secretary of the Party Leadership Group and First Deputy Prosecutor General of the SPP.
Zhang Xueqiao, Deputy Prosecutor General of the SPP, presented an overview of the work undertaken by procuratorates in safeguarding workers' rights and interests in 2024.
Zhong Hongjiang, Vice-Chairman of the ACFTU, and leading officials from relevant departments of the SPP and the ACFTU were also in attendance at the meeting.
