A symposium on the implementation of the No 11 Procuratorial Recommendation and procuratorial protection of people's livelihoods was held in Liyang, East China's Jiangsu province, from Nov 28 to 29.
The No 11 Procuratorial Recommendation, proposed by the Supreme People's Procuratorate (SPP) to the Ministry of Civil Affairs in December 2023, aimed to address the infringement of the personal rights of seniors within elderly care institutions with enhanced supervision.
Ge Xiaoyan, a member of the Party Leadership Group and Deputy Prosecutor General of the SPP, attended the symposium. She emphasized that procuratorial organs at all levels should work together with civil affairs departments to continuously promote the implementation of the No 11 Procuratorial Recommendation.
Ge pointed out that, since the recommendation was proposed, related work in various regions has been effectively advanced with significant results.
She said that safeguarding the legitimate rights and interests of the elderly is a key measure to carry out the special campaign of procuratorial protection of people's livelihoods launched by the SPP.
She urged procuratorial organs nationwide to make concerted and comprehensive efforts in fulfilling their duties to promote safety within elderly care institutions.
Ge emphasized that procuratorial organs at all levels should strictly punish violations of the personal rights of the elderly in accordance with the law, as well as crimes such as telecom fraud and fundraising fraud committed under the guise of elderly care institutions.
They should promptly transfer clues of violations in elderly care institutions or clues regarding dereliction of duty by regulatory staff to relevant departments, Ge said, adding that procuratorial organs should supervise the filing of cases in accordance with the law.
Procuratorial organs should proactively communicate with civil affairs, health and emergency management authorities to form a collaborative system in elderly care supervision, effectively preventing and defusing various risks and hidden dangers, she added.
During the meeting, the SPP released 10 typical cases of implementing the No 11 Procuratorial Recommendation by procuratorial organs nationwide in 2024.
Zhao Tieshi, Secretary of the Party Leadership Group and Acting Chief Prosecutor of the Jiangsu Provincial People's Procuratorate, delivered a speech at the symposium.
Li Chengxia, a deputy to the National People's Congress, and Wei Qingsong, a member of the National Committee of the Chinese People's Political Consultative Conference, were invited to attend the symposium.
Relevant officials from the Prosecutorial Department for Major Crimes of the SPP and the Ministry of Civil Affairs, as well as those from provincial-level procuratorates and civil affairs departments, also participated in the meeting.
