SPP calls for collaboration with legal experts to contribute to rule of law

The Supreme People's Procuratorate (SPP) held a symposium for the seventh group of legal experts and scholars dispatched to procuratorial organs on Nov 29. Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the SPP, talked with the experts and scholars, listening to their opinions and suggestions on further strengthening and improving procuratorial work.

Ying emphasized the need to thoroughly implement the guiding principles of the 20th National Congress of the Communist Party of China (CPC) and the third plenary session of the 20th CPC Central Committee, and faithfully implement the guidelines on strengthening legal education and theoretical research in the new era, which were jointly issued by the general offices of the CPC Central Committee and the State Council, China's cabinet.

He also stressed the importance of adhering to, utilizing and developing the system of dispatching experts and scholars to procuratorial organs to better promote two-way exchanges between procuratorial experts and legal scholars, and interactions between legal research and procuratorial practice.

Over the past year, the seventh group of experts and scholars dispatched to procuratorial organs has participated in the drafting of normative judicial documents to promote relevant legislation and provide guidance in handling major and complex cases. They also conducted frontline surveys on key and difficult issues in procuratorial work at the grassroots level.

At the symposium, 10 dispatched experts and scholars shared their experiences and insights and provided suggestions. Ying engaged in discussions with them, expressing gratitude for their efforts and contributions to promoting innovative development in procuratorial work.

Ying pointed out that the system of dispatching experts and scholars to procuratorial organs is an important arrangement to promote two-way interactions between legal research and procuratorial practice, benefiting procuratorial work, theoretical research and education in the legal field.

He emphasized the need to prioritize the study and interpretation of Xi Jinping Thought on the Rule of Law, deepen cooperation and exchanges between procuratorial organs and academic institutions, continuously solidify and improve the system of dispatching experts and scholars to procuratorial organs, and strive to generate more high-quality outcomes through collaborative efforts.

Procuratorial organs, schools of law, and legal experts and scholars share the important responsibility of implementing Xi Jinping Thought on the Rule of Law, and should work together to advance theoretical research and rule of law practice, Ying said.

He called for a deep understanding of the ideological and practical strengths of Xi Jinping Thought on the Rule of Law, and interpreting its distinct Chinese characteristics, practical features and contemporary relevance to promote the construction of the system of socialist rule of law with Chinese characteristics.

He urged enhanced theoretical and empirical research on procuratorial practice, management and reform, to provide stronger theoretical and intellectual support for the innovative and steady development of procuratorial work.

Collaboration should be strengthened in legal education and talent cultivation, and in integrating resources from schools of law and procuratorial education and training to thoroughly implement mechanisms such as "procuratorial experts entering the campus" and "legal experts collaborating with procuratorial organs", he said.

Ying called for joint efforts to promote advances in the development of socialist rule of law, judicial and procuratorial work under the leadership of the Party in order to enhance the understanding and recognition of the Chinese path of socialist rule of law, as well as China's judicial and procuratorial systems.

Ying expressed the SPP's commitment to further promoting closer ties between procuratorial organs and legal experts and scholars, providing them with a platform for diversified theoretical research and legal education by offering a wealth of judicial cases and opportunities for practical exchanges.

The symposium was chaired by Teng Jiguo, a member of the Party Leadership Group and Director of the SPP's Political Department. Shi Weizhong, a permanent member at the deputy-ministerial class of the Procuratorial Committee of the SPP, was also in attendance.
