SPP launches steering group for criminal prosecution work

The Supreme People's Procuratorate (SPP) held a meeting on Nov 25 to launch a steering group for its criminal prosecution work.

The decision by the Party Leadership Group of the SPP to establish such a steering group is aimed at strengthening the research, guidance, deployment and coordination of the aspects of criminal prosecution work that are of overall significance, and enhancing analysis and judgment related to current and common problems in criminal prosecution.

The steering group is co-chaired by Ge Xiaoyan, a member of the Party Leadership Group and Deputy Prosecutor General of the SPP, and Miao Shengming, a permanent member at the deputy-ministerial class of the SPP's Procuratorial Committee.

The heads of the SPP's criminal prosecution departments responsible for arrest, prosecution, and criminal enforcement (including investigation) act as the deputy heads of the group.

An office responsible for daily work has been established under the group, with Hou Yahui, a member of the SPP's Procuratorial Committee and Director of the SPP's Procuratorial Department for General Crimes, serving as its director.

The group will operate in a structured manner, establishing mechanisms such as annual plans, consultation reports, and procuratorial consultations.

Speaking at the launch, Ge noted that the Party Leadership Group of the SPP has repeatedly stressed the need to improve the basic steering mechanism for criminal prosecution, and that common functions such as arrest, prosecution, and supervision of criminal proceedings must be enhanced in terms of overall coordination and guidance.

Various SPP criminal prosecution departments must work under the overall guidance of the group, conscientiously act in line with the guiding principles of the national conference on criminal prosecution work, strengthen research on common problems in criminal prosecution, carefully explore criminal prosecution data, and analyze key types of cases, case handling in key areas and significant development trends, she said.

Ge also called for the study of key measures in criminal prosecution work, comprehensively strengthening management in procuratorial practices, case handling and quality, and the coordination of theoretical research in criminal prosecution, prosecutors' professional capacity building and team building, in a bid to ensure the handling of each case with high quality and efficiency.

Miao outlined requirements for the work to be carried out by the group and deployed the key tasks of criminal prosecution work for 2025.

He emphasized that the group aims to enhance the overall coordination of criminal prosecution work, with a focus on strengthening overall coordination and guidance for subordinates.

Criminal prosecution departments must strengthen communication, cooperation and coordination, and implement the decisions and plans of the Party Leadership Group of the SPP regarding criminal prosecution work to ensure the substantive operation of the steering group and continuously enhance criminal prosecution work in the new era, he said.

The steering group will make arrangements for the key criminal prosecution work that has overall importance at the beginning of each year, analyze relevant issues in criminal prosecution work on a regular basis, and provide relevant opinions and suggestions.

For those affairs involving various criminal prosecution departments of the SPP, the steering group will assign tasks to relevant departments, which will then be responsible for follow-up implementation.

Provincial-level procuratorates and eligible municipal procuratorates will also establish steering groups for criminal prosecution work.
