The Supreme People's Procuratorate (SPP) held a symposium to mark the publication of a series of procuratorial textbooks on Nov 22.
Focusing on "handling every case with high-quality and efficiency", the SPP has vigorously promoted the development of procuratorial education and training foundation. In March 2023, it initiated the compilation of the first set of textbooks dedicated to prosecutors nationwide.
The textbooks were designed to uphold the guiding principles of important instructions by Xi Jinping, General Secretary of the Communist Party of China Central Committee, on political and law work and procuratorial work, incorporating the new concepts, new philosophies and new plans in case handling into the procuratorial sector.
The textbooks are to be used by prosecutors as educational and training materials that meet the requirements for high-quality and efficient performance of their duty, thereby enhancing the standardization and professionalization of case handling.
The textbook series was compiled by experts and key frontline prosecutors nationwide, focusing on the features and value of procuratorial documents, prioritizing norms and standards, and highlighting practical guidance.
Based on the basic framework of the "Four Major Procuratorial Functions" in legal supervision, the textbooks cover various aspects of the procuratorial sector and various procuratorial activities.
By illustrating with selected examples of typical cases, and analyzing the main content, key requirements and points that need special attention in document writing, the textbooks are expected to effectively help prosecutors accurately understand, thoroughly grasp and apply what they learn.
According to the SPP's Political Department, the publication and distribution of the textbook series on procuratorial documents represent a summary of procuratorial theory and practice, as well as an important guide for future performance of the duty of prosecutors nationwide.
It not only lays a sound foundation for developing high-quality procuratorial education and training, building a high-quality procuratorial education and training system, and creating a high-quality professional procuratorial team, but also provides an important platform enabling all prosecutors to handle every case with high-quality and efficiency, and better fulfill their legal supervision responsibilities entrusted by the Party, the people, and the Constitution and laws, the department said.
The textbook series was published by the China Procuratorial Press, comprising a total of 10 volumes. They cover criminal prosecution, civil prosecution, administrative prosecution, public interest litigation prosecution, procuratorial investigation, criminal execution prosecution, juvenile prosecution, complaint and appeal prosecution, intellectual property prosecution, as well as the operation of the procuratorial committee, case management, judicial assistance and judicial appraisal, among other procuratorial work.
