Ying Yong visits Malaysia to promote judicial cooperation

Ying Yong, Prosecutor General of the Supreme People's Procuratorate (SPP) of China, led a delegation to Malaysia from Oct 24 to 27 at the invitation of Malaysia's Attorney General Ahmad Terrirudin Mohd Salleh. 

During the visit, Ying held working meetings separately with Terrirudin; Tun Tengku Maimun binti Tuan Mat, Malaysia's Chief Justice; and Azalina Othman Said, Minister for Law and Institutional Reform.

Ying Yong, Prosecutor General of the Supreme People's Procuratorate (SPP) of China, holds a working meeting with Azalina Othman Said, Minister for Law and Institutional Reform of Malaysia.

Ying highlighted the sound development of China-Malaysia bilateral ties, saying China and Malaysia are traditional friendly neighbors across the sea. Since the establishment of diplomatic relations in 1974, the two countries have always respected each other and treated each other as equals, setting an example of mutual support and win-win cooperation, he noted.

Ying talked about the meeting between Chinese President Xi Jinping and Malaysia's King Sultan Ibrahim Sultan Iskandar in September, saying the two leaders proposed to deepen strategic cooperation in the modernization processes to advance the building of a China-Malaysia community with a shared future to a new level.

Noting that exchanges and cooperation in the rule of law and judiciary are important aspects of building a China-Malaysia community with a shared future, Ying said the SPP is willing to, using the 50th anniversary of diplomatic relations between the two countries as an opportunity, work together with Malaysia's Attorney General's Chambers, Federal Court and Ministry in the Prime Minister's Department (Law and Institutional Reform) to implement the important consensus reached by the leaders of both countries and further strengthen exchanges and cooperation, in a bid to provide legal safeguards for deepening the building of the China-Malaysia community with a shared future.

At Malaysia's Attorney General's Chambers, the two sides discussed the roles of procuratorial authorities in promoting the rule of law, their main functions and responsibilities, as well as combating transnational crime, enhancing criminal judicial assistance, and improving the professional capabilities of prosecutors.

Ying emphasized that comprehensive law-based governance is a constitutional principle and a fundamental strategy of governance in China.

The report to the 20th National Congress of the Communist Party of China (CPC) emphasizes "building a modern socialist country in all respects under the rule of law" and "comprehensively promoting the rule of law in every aspect of the country's affairs", he noted. The third plenary session of the 20th CPC Central Committee, centering on promoting Chinese modernization, made significant deployments for further advancing reform comprehensively, including in the rule of law, emphasizing the need to bring socialist rule of law to a higher level, he added.

Noting that the Chinese procuratorial authorities serve as the country's legal supervision body and a judicial organ to ensure the uniform and correct implementation of the country's laws, Ying said they also serve as important forces to protect national, social and public interests, and play a significant role in the country's development of the rule of law as an important part of the national supervision system.

Explaining the work of Chinese procuratorial organs, Ying said that under the leadership of the CPC, they are faithfully implementing the guiding principles of the 20th CPC National Congress and the third plenary session of the 20th CPC Central Committee, fulfilling their legal supervision responsibilities in accordance with the law, handling each case with high quality and efficiency, continuously promoting the procuratorial practice of Xi Jinping Thought on the Rule of Law, and striving to ensure that the people feel fairness and justice in every judicial case.

He emphasized that the procuratorial authorities of China and Malaysia have similar functions and responsibilities in combating crime and safeguarding human rights, which provide ample room for them to deepen friendly cooperation.

The SPP is willing to work with Malaysia's Attorney General's Chambers to further strengthen practical cooperation in areas such as combating terrorism, telecommunication network fraud, and other transnational crimes based on bilateral cooperation documents, including the Criminal Judicial Assistance Treaty and the Agreement on Combating Transnational Crime, Ying said. He said he hoped the two sides can enhance the level of criminal judicial assistance between the two countries, in a bid to effectively uphold regional stability, create a sound environment for high-quality Belt and Road cooperation and deliver greater benefits to both countries and their people.

Terrirudin extended a warm welcome to Ying and his delegation, and said that the Attorney General's Chambers of Malaysia highly values its friendship with the SPP. He expressed a willingness to deepen exchanges and interactions the SPP based on this visit, further strengthen practical cooperation in combating transnational and other new types of crimes, enhancing application of information technology in the judicial field, and conducting high-level mutual visits and prosecutor training, and jointly improve the capabilities of prosecutors from both countries to better safeguard the two countries’ national interests and the well-being of their people.

At the Federal Court of Malaysia and the Ministry in the Prime Minister's Department (Law and Institutional Reform), Ying introduced China's rule of law development and judicial work.

Maimun and Azalina expressed their sincere admiration for the achievements China has made in rule of law development and judicial work, and praised the practices and effectiveness of Chinese judicial organs in strengthening judicial protection of human rights and promoting informatization.

They said they hoped for more exchanges and cooperation with the SPP and other Chinese judicial organs. The Malaysian side is willing to learn from China's experiences in promoting the rule of law and judicial reform, and actively contribute to the consolidation and deepening of friendly relations between the two countries, they said.

During the visit, Ying also met with Malaysian Transport Minister Anthony Loke Siew Fook.

Dong Kaijun, Chief Prosecutor of Hebei Provincial People's Procuratorate; Hou Jianjun, Chief Prosecutor of Fujian Provincial People's Procuratorate; and Gu Xuefei, Chief Prosecutor of Shandong Provincial People's Procuratorate, participated in the visit. Ouyang Yujing, Chinese Ambassador to Malaysia, accompanied Ying during the relevant activities.
