Tong Jianming, Deputy Secretary of the Party Leadership Group and First Deputy Prosecutor General of the Supreme People's Procuratorate (SPP), has urged procuratorial organs nationwide to conscientiously accept the supervision of deputies to the people's congresses and specially invited prosecutors in practicing whole-process people's democracy, in order to uphold and develop the procuratorial hearing system to ensure that the people feel fairness and justice in every judicial case.
Tong made the remarks on Oct 14 when addressing a symposium attended by deputies to the National People's Congress (NPC) and specially invited prosecutors who took part in a national training session on procuratorial hearings at the National Prosecutors College.
At the symposium, an official from the General Office of the SPP delivered a report on procuratorial work from January to September. The NPC deputies and specially invited prosecutors offered their opinions and suggestions on procuratorial work, including procuratorial hearings, from different perspectives.
Tong said that as the judicial organs responsible for ensuring the uniform and correct implementation of the law, procuratorial organs should pay more attention to listening to the voices and concerns of the people, conscientiously accept the supervision of the people, better serve the country's overall development, and ensure justice and the rule of law for the people through high-quality procuratorial work.
In recent years, procuratorial organs have always attached great importance to communication with NPC deputies and specially invited prosecutors, listened to their opinions, and continuously expanded the channels for specially invited prosecutors to perform their duties, striving to ensure the people's rights to be informed, participate, speak and supervise procuratorial work, he said.
Tong called on procuratorial organs at all levels to strengthen and improve their work centering around the goal of "striving to make the people feel fairness and justice in every judicial case".
Noting that the SPP's Party Leadership Group has made it clear that "handling each case with high quality and efficiency" is the fundamental value pursuit of procuratorial organs in fulfilling their duties on the new journey in the new era, Tong said that by extensively conducting hearing work in handling cases, procuratorial organs aim to achieve fairness and justice through continuous optimization of case handling procedures and case review methods.
The deputies and the specially invited prosecutors come from all walks of life and serve as hearing officers to review cases and offer their opinions, which is a better reflection of the people's voices and public opinion, prompting procuratorial organs to handle cases impartially according to the law, and thereby allowing the people to better feel fairness and justice, he said.
Procuratorial organs should expand methods of communication, broaden channels for the public to understand, participate in and supervise procuratorial work from the perspective of practicing the whole-process people's democracy, and ensure that receiving people's supervision runs through the entire process of procuratorial work, Tong emphasized.
He also stressed the need to further standardize and improve the procuratorial hearing system, actively ensure that hearing officers perform their duties according to the law, and promote more standardized and efficient procuratorial hearings, he added.
