Ying Yong, Prosecutor General of the Supreme People's Procuratorate (SPP) of China, met with a delegation led by Pyotr Gorodov, Deputy Prosecutor General of the Russian Federation, in Beijing on Sept 24.

Extending a warm welcome to Gorodov and his delegation, Ying said that this year marks the 75th anniversary of the founding of the People's Republic of China (PRC) and also the 75th anniversary of the establishment of diplomatic relations between China and Russia.

Over the past 75 years, the China-Russia relationship has withstood the test of time and become stronger over time, with increasing political mutual trust and practical cooperation in various fields, he said. The China-Russia relationship has set an example of mutual respect, candid communication, peaceful coexistence, and mutual benefit between major and neighboring countries, he added.

The joint statement signed by Chinese President Xi Jinping and Russian President Vladimir Putin in May on deepening the China-Russia comprehensive strategic partnership of coordination for a new era on the occasion of the 75th anniversary of the establishment of diplomatic ties between the two countries provided top-level design and strategic plan for the development of China-Russia relations at a new historical starting point, he noted.

Law enforcement and judicial work are important components of the relationship between the two countries, Ying said. He highlighted the exchanges and cooperation between procuratorial authorities of China and Russia, saying the fruitful results in bilateral and multilateral procuratorial cooperation, criminal judicial assistance and prosecutors' exchanges and training have contributed to the continuous deepening of the comprehensive strategic partnership of coordination between the two countries for a new era.

Ying briefed the delegation on the third plenary session of the 20th Central Committee of the Communist Party of China, emphasizing that comprehensive deepening of reform serves as the fundamental driving force for China's modernization efforts.

The plenum made major plans for further deepening reform in various fields, including in the field of rule of law, underlining the importance of upholding law-based governance, comprehensively deepening reform and advancing Chinese modernization under the rule of law. The Chinese procuratorial authorities are actively implementing the plans made at the plenum, further advancing prosecutorial reforms to modernize their work in support and service of Chinese modernization, he said.

China's SPP is willing to work together with the Prosecutor General's Office of the Russian Federation to implement a series of cooperation agreements signed in recent years under the guidance of the important consensus reached by the two heads of state, share reform experiences, strengthen exchanges and mutual learning, and better serve the modernization drive of both countries, Ying said.

For his part, Gorodov congratulated the Chinese side on the 75th anniversary of the founding of the PRC and praised the longstanding friendship and exemplary new-type major-country relationship between Russia and China. He highlighted the common tasks and challenges faced by the procuratorial organs of both countries and expressed the commitment of the General Prosecutor's Office of the Russian Federation to deepening friendly exchanges and practical cooperation with China's SPP to enhance the efficacy and substance of law enforcement and judicial cooperation.

Gorodov conveyed sincere greetings from Prosecutor General of the Russian Federation Igor Viktorovich Krasnov to Ying, who expressed his gratitude and asked Gorodov to convey his warm regards to Krasnov.

The two sides also had practical exchanges on issues of mutual concern such as protecting investors' rights and interests, deepening procuratorial reforms, and enhancing prosecutors' training.

Russian Ambassador to China Igor Morgulov attended the meeting.
