Ying Yong, Prosecutor General of the Supreme People's Procuratorate of China, and Yamila Peña Ojeda, Attorney General of the Republic of Cuba, sign a cooperation plan between the two procuratorial organs.

Ying Yong, Prosecutor General of the Supreme People's Procuratorate (SPP) of China, met with a delegation led by Yamila Peña Ojeda, Attorney General of the Republic of Cuba, who is visiting China upon invitation, in Beijing on Sept 24.

Ying welcomed Ojeda and her delegation. Stating that China and Cuba are good friends and good comrades, he said the China-Cuba relationship has withstood the vicissitudes on the international landscape and set an exemplary model for solidarity and cooperation between socialist countries and sincere mutual assistance between developing countries since the establishment of diplomatic relations 64 years ago.

He highlighted that Chinese President Xi Jinping and Cuban President Miguel Diaz-Canel Bermudez have reached important consensus on advancing the building of a China-Cuba community with a shared future, which has injected strong impetus into the development of bilateral relations.

As the relationship between the two countries continues to deepen, there are more high-level exchanges between the two procuratorial authorities, fostering deeper cooperation and profound friendship, he added.

Ying briefed the Cuban guests on China's reform in the rule of law and progress in procuratorial work, underscoring the country's commitment to comprehensive law-based governance as a fundamental principle of the Constitution and governance strategy.

He outlined China's efforts to build a modern socialist country under the rule of law and advance the rule of law in all respects.

As the judicial organs responsible for legal supervision and ensuring the correct and unified implementation of the country's laws, China's procuratorial authorities are actively implementing the guiding principles of the 20th National Congress of the Communist Party of China (CPC) and the third plenary session of the 20th CPC Central Committee, Ying noted.

They are striving to fulfill legal supervisory functions, leverage the power of the rule of law to promote comprehensive reform and support Chinese modernization, he added.

China's SPP is willing to work together with Cuba's Attorney General's Office to implement the important consensus of the two heads of state, further share experiences in the rule of law and procuratorial reform, strengthen research on issues involving foreign-related rule of law, and deepen bilateral exchanges and cooperation, to jointly promote the continuous consolidation and deepening of the special friendship between the two countries and benefit both countries and their peoples, he said.

Ojeda expressed gratitude for the warm reception and lauded China's achievements in promoting the rule of law and procuratorial work.

She said that both Cuba and China are socialist countries led by communist parties, and they are not only friends but also brothers.

China's reforms in the legal and judicial fields hold significant value as a reference for Cuba, and the Cuban Attorney General's Office is ready to enhance friendly exchanges and close ties with China's SPP, she said.

Her office is willing to learn from China's experiences in procuratorial reform, and enhance practical cooperation in areas such as anti-corruption, prosecutors' training, IT application in the procuratorial field, and social risk prevention and mitigation, so as to better safeguard the national sovereignty, security and development interests of both countries, Ojeda said.

Ying and Ojeda signed a bilateral cooperation plan (2025-26) following the meeting.

Deputy Prosecutor General of the SPP Zhang Xueqiao, Cuban Ambassador to China Alberto Blanco Silva and Cuban Deputy Attorney General Marcos Antonio Caraballo de la Rosa attended the meeting.
