Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the Supreme People's Procuratorate (SPP), gave a lecture to prosecutors from across China at the Shahe Campus of the National Prosecutors College in Beijing on Sept 6, focusing on the theme of handling every case with high quality and efficiency to ensure that the people feel fairness and justice in every judicial case.

Ying emphasized the importance of thoroughly understanding and implementing the requirements of substance, procedure and effectiveness from the perspective of political responsibility, legal principles and practical orientation.

He stressed the need to comprehensively improve the mechanisms to make "handling every case with high quality and efficiency" a conscious action for all prosecutors in every case and at every stage, so that the people can feel fairness and justice in every judicial case.

Ying pointed out that, from the perspective of political responsibility, handling every case with high quality and efficiency is a fundamental requirement for upholding the absolute leadership of the Party over judicial work and adhering to the path of socialist rule of law with Chinese characteristics.

Regarding legal principles, focusing on high-quality and efficient handling of every case involves efforts to strive for high quality, efficiency and effectiveness, he said, adding that such a focus integrates substantive justice, procedural justice and social justice comprehensively, reflecting the unity of quality, efficiency and effectiveness.

Ying noted that, from the perspective of practice, handling every case and every aspect of a case with high quality and efficiency is an important mission for procuratorial organs in fulfilling their primary responsibilities of legal supervision and ensuring the correct implementation of laws, and is the fundamental standard and requirement for procuratorial work.

Noting that "handling cases" is the primary way prosecutors fulfill their duties, Ying said achieving high-quality and efficient handling of every case and every stage of a case contributes to accumulation of overall judicial fairness through the fairness of each case, so that social fairness and justice will be demonstrated and overall high quality and efficiency of legal supervision will be promoted.

Ying emphasized the importance of ensuring substantive justice by basing decisions on facts and legal principles, as well as by achieving a harmonious integration of legal principles, ethics and public sentiment.

To achieve fairness and justice more effectively and efficiently in procedures, it is necessary to have a good balance of being "more effective" and "more efficient", he said, adding attention must be paid to the role of procedural safeguards.

Ying emphasized that, throughout the entire process of prosecution, procedural law must be upheld strictly to safeguard the basic litigation rights of parties involved and other litigation participants. Efforts should be made to supervise and rectify procedural violations to ensure substantive justice through procedural justice, he said.

It is crucial to enhance judicial efficiency by collaborating with other law enforcement and judicial agencies to establish mechanisms for expediting case handling, he added.

Ying stressed the need to establish a robust mechanism to support the high-quality and efficient handling of every case. Efforts should be focused on enhancing the capabilities of prosecutors by improving their political awareness, professional skills and ethical standards, he said.

It is essential to improve the mechanisms to check and supervise procuratorial power, implement and refine the system of judicial responsibilities, and ensure high-quality and efficient handling of every case through institutional mechanisms, Ying said.

He urged efforts to improve the management of procuratorial work to ensure that every detail of management is effectively implemented in every case and at various stages.

As the Teachers' Day is approaching, Ying also visited the faculty members and staff of the college, extending festive greetings to them.

He encouraged them to integrate the guiding principles of the third plenary session of the 20th Central Committee of the Communist Party of China into their educational practices, and align them with high-quality and efficient case handling so as to continuously improve the quality and effectiveness of procuratorial education and training, and contribute significantly to the cultivation of high-quality and professional talents.

Gong Ming, a member of the Party Leadership Group and Deputy Prosecutor General of the SPP, presided over the lecture and joined the visit to the faculty. Leading officials of the SPP, permanent members of the SPP's Procuratorial Committee and other officials, as well as faculty members of the college, attended the lecture.
