Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the Supreme People's Procuratorate (SPP), attended the closing ceremony.
Tong Jianming, Deputy Secretary of the Party Leadership Group and First Deputy Prosecutor General of the SPP, delivered a closing speech, emphasizing the need to combine study and implementation of the guiding principles of the third plenary session of the 20th Central Committee of the Communist Party of China (CPC) with efforts in high-quality and efficient fulfillment of the tasks for the year, and to align the deepening of reforms in the procuratorial sector with advancement of procuratorial practices.
Tong pointed out that this seminar was being held at a critical time for procuratorial organs nationwide as they thoroughly study and implement the guiding principles of the third plenary session of the 20th CPC Central Committee, and that Ying's speech at the opening ceremony presented a series of important issues concerning the reform and development of the procuratorial work.
Tong urged procuratorial organs at all levels to effectively implement the requirements of the third plenary session in procuratorial work, focus on serving reform, deepen self-reform and vigorously promote the effective implementation of the decisions and plans of the session.
Tong called on procuratorial organs at all levels to apply a holistic approach to national security, comprehensively and faithfully implement the policy of tempering justice with mercy in criminal matters, resolutely safeguard national security and social stability, and promote law-based handling of grievances against procuratorial work, in order to create a safe and stable environment for the 75th anniversary of the founding of the People's Republic of China.
It is necessary to further advance the special campaigns of procuratorial protection of enterprises and of people's livelihoods, enhance the special supervision over false litigation, and strive to "handle each case with high quality and efficiency," in order to allow various types of business entities and the public to truly feel fairness and justice, he said.
Tong urged efforts to further comprehensively deepen procuratorial reforms and accelerate the modernization of procuratorial work.
Criminal prosecutions should strengthen the supervision of the entire process of criminal litigation, while civil prosecutions should implement the arrangement of the third plenary session of the 20th CPC Central Committee and explore how to strengthen the whole-process supervision of enforcement activities, he said.
Administrative prosecutions should highlight supervision over administrative litigation and confine the procuratorial power within due boundaries, and public interest litigation prosecutions should firmly center on "public interest protection" and focus on "justiciability," with an emphasis on the handling of influential cases to provide reference for legislation, he added.
Tong underlined the necessity to continuously promote innovative methods for legal supervision, improve the procedures of supervision for handling major cases, and empower legal supervision with digital procedures.
It is essential to improve the mechanism for the fair, standardized, efficient and clean operation of procuratorial power, adhere to self-supervision, and actively accept external supervision, he added.
Tong also made arrangements for the presentation of a special report on the administrative procuratorial work to the Standing Committee of the National People's Congress and for the coordinated efforts in flood prevention, disaster relief, emergency rescue, and other tasks.
Those present at the meeting also included other leading officials of the SPP, permanent members of the SPP Procuratorial Committee, directors and deputy directors of the Advisory Committee of the SPP, chief prosecutors of procuratorates at the provincial level, the military procuratorate of the People's Liberation Army, and the procuratorate of the Xinjiang Production and Construction Corps, as well as leading officials from the Discipline Inspection and Supervision Team of the CPC Central Commission for Discipline Inspection and the National Supervisory Committee at the SPP and various departments of the SPP.
During the seminar, chief prosecutors of provincial-level procuratorates, the military procuratorate, and the procuratorate of the Xinjiang Production and Construction Corps engaged in in-depth discussions and exchanges on further comprehensively deepening procuratorial reforms and accelerating the modernization of procuratorial work.
