The Seminar for Grand Prosecutors opened at the National Prosecutors College in Beijing on July 29, with a focus on studying and implementing the guiding principles of the third plenary session of the 20th Central Committee of the Communist Party of China (CPC).

The seminar was held to study and deploy measures for further comprehensive reforms in the procuratorial system and expedite the modernization of procuratorial work.

Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the Supreme People's Procuratorate (SPP), spoke at the opening ceremony. He emphasized the need for high-quality and efficient procuratorial efforts to support the drive of comprehensively deepening reform, deepen procuratorial reforms with a focus on strengthening legal supervision, and accelerate the modernization of procuratorial work, in order to support Chinese modernization with procuratorial practices following Xi Jinping Thought on the Rule of Law.

Ying pointed out that the third plenary session of the 20th CPC Central Committee was a historic meeting held at a critical juncture for building a strong country in all respects and realizing national rejuvenation through Chinese modernization.

The resolution of the CPC Central Committee on further deepening reform comprehensively to advance Chinese modernization, which was adopted at the session, provides a systematic deployment for reform in various sectors and aspects of the Party and the country, he said.

He stressed the need for procuratorial organs at all levels to fully implement the decisions and plans of the CPC Central Committee under the absolute leadership of the Party to serve the comprehensive deepening of reform.

Ying emphasized that procuratorial organs should consciously serve the deepening of reform and advancement of Chinese modernization, fully fulfilling their procuratorial functions to serve the overall development of the country, provide judicial services for the people, and uphold the rule of law, thereby facilitating the comprehensive deepening of reforms in the area of the rule of law.

"The rule of law is a crucial safeguard for Chinese modernization. Legal supervision by procuratorial organs is not only a vital link in carrying out the rule of law, but also an essential component of the legal supervision system," he said.

Ying called on procuratorial organs at all levels to consistently adhere to the constitutional duty of legal supervision, highlighting the need to enhance the judicial protection of human rights, and strengthen supervision throughout the entire process of handling criminal cases, investigations, trials and enforcement.

It is necessary to intensify oversight of administrative judgments, trials and enforcement activities, carry out public interest litigation in a precise and regulated manner, further strengthen and standardize procuratorial investigation work, continuously consolidate and deepen the basic framework of the "four major procuratorial functions," and effectively safeguard the fairness of law enforcement and justice, Ying said.

He called for efforts to promote a coordinated and mutually-checked system and mechanism between procuratorial organs and other law enforcement and judicial departments to advance the construction of a society based on the rule of law.

While promoting foreign-related rule of law, Ying said it is important to handle foreign-related cases and criminal judicial assistance cases in accordance with the law, consolidate and deepen multilateral and bilateral procuratorial cooperation, and actively participate in foreign-related legislation and the formulation of international rules, to more effectively safeguard national sovereignty, security and development interests.

Ying called for efforts to improve law enforcement and the judicial system and mechanisms in a collaborative manner, not only by enhancing legal supervision to promote strict law enforcement and impartial justice by other law enforcement and judicial agencies, but also by driving procuratorial reforms and development to consistently ensure the high-quality and effective handling of each case and strict adherence to legal procedures so that people will feel a sense of fairness and justice in every case.

He urged the comprehensive and accurate implementation and continuous improvement of the judicial accountability system, the enhancement of the constraints and supervision mechanisms of procuratorial power, adherence to the law of judicial work, the establishment of a sound procuratorial management mechanism that includes guidance, regulation, evaluation and external supervision systems of procuratorial work, and the promotion of the comprehensive and coordinated development of the "four major procuratorial functions".

Ying also stressed the need to refine methods of procuratorial duty performance and case handling, promote the handling of major oversight issues, standardize and strengthen investigative verification work, improve the system of procuratorial recommendations and suggestions, and further enhance the standardization of legal supervision. He also emphasized the acceleration of the implementation of a digital prosecution strategy to empower legal supervision effectively.

The opening ceremony was presided over by Tong Jianming, Deputy Secretary of the Party Leadership Group and First Deputy Prosecutor General of the SPP.

Senior officials from relevant central Party and state departments were invited to attend the opening ceremony. Those participating in the meeting also included other leading officials of the SPP, permanent members of the SPP Procuratorial Committee, directors and deputy directors of the Advisory Committee of the SPP, chief prosecutors of procuratorates at the provincial level, the military procuratorate of the People's Liberation Army, and the procuratorate of the Xinjiang Production and Construction Corps, as well as leading officials from the Discipline Inspection and Supervision Team of the CPC Central Commission for Discipline Inspection and the National Supervisory Committee at the SPP and various departments of the SPP.
