The Supreme People's Procuratorate (SPP) has issued a guideline on further strengthening the management of procuratorial assistants to address new situations and challenges facing them.
The document, comprising 32 articles across five sections, aims to enhance and refine the prosecutorial professional system by introducing a series of new policies and measures to bolster the management of procuratorial assistants.
The guideline emphasizes the strict implementation of the principle of the Party's leadership over cadres, as well as optimization of the classification management of procuratorial personnel.
It calls for promoting the professional development of procuratorial assistants, improving their performance mechanisms, facilitating career pathways, and fostering professionalism.
It also stresses the importance of formulating their medium- to long-term career prospects, considers their relatively long-term service in auxiliary case-handling positions, and balances the selection and reserves of prosecutor candidates and the training and appointment of leading cadres, thereby establishing and refining effective mechanisms tailored to the profession's characteristics.
Furthermore, the guideline highlights the need to enhance the recruitment of procuratorial assistants. Provincial-level procuratorates are urged to set reasonable conditions for their recruitment based on local realities, personnel structures, and the needs of team building.
The document also clarifies the optimization of the performance management of procuratorial assistants, who, under the guidance of prosecutors, are tasked with core duties such as evidence examination, fact identification, and legal application in prosecutorial auxiliary affairs, aiming to fully utilize their professional case-handling capabilities.
Moreover, the guideline calls for the expansion of their development opportunities. While focusing on their core responsibilities and strengthening management, efforts should be made to identify and cultivate professional procuratorial assistants through measures such as the establishment of tiered excellent talent pools, organizing business competitions, and the selection of case-handling experts. Exemplary figures can also be established, thereby enhancing a sense of responsibility, mission and honor in the entire group.
