Ying Yong, Prosecutor General of the Supreme People's Procuratorate (SPP) of China, led a Chinese procuratorial delegation to visit Russia from June 20 to 22, at the invitation of Russia's Prosecutor General Igor Krasnov.
During the visit, Russian Federation Council Speaker Valentina Matviyenko met Ying. Ying also held meetings with Alexander Bastrykin, Chairman of the Investigative Committee of Russia, and Vladimir Kolokoltsev, Russia's Minister of Internal Affairs.

Matviyenko said during the meeting with Ying that this year marks the 75th anniversary of the establishment of diplomatic relations between Russia and China.
Under the leadership of the heads of state of both countries, the comprehensive strategic partnership of coordination between the two countries has reached an unprecedented level, and cooperation between the two countries' parliaments continues to deepen, she said.
Matviyenko noted that against the backdrop of emerging threats such as international security, terrorism and drug trafficking, legislative bodies in both countries are rapidly readjusting legislation to adapt to the reality of geopolitics and the evolution of macroeconomic conditions, taking timely measures to address new risks and challenges.
The law enforcement departments of both countries should also strengthen cooperation to jointly safeguard national and regional security, she added.
For his part, Ying briefed Matviyenko on China's efforts to comprehensively improve the rule of law.
He emphasized that China has attached great importance to the crucial role of the rule of law in its modernization drive.
The report to the 20th National Congress of the Communist Party of China specifically emphasizes "adhering to comprehensive rule of law and advancing law-based governance in the country" and "comprehensively building a modern socialist country along the path of the rule of law," with particular emphasis placed on "accelerating the development of a just, efficient and authoritative socialist judicial system" and "strengthening the legal supervision work of procuratorial organs," he said.
China's SPP is willing to, under the strategic guidance of the heads of state of both countries, further deepen practical cooperation with Russia's Federation Council and its judicial and law enforcement departments to serve the modernization of both countries and advance the long-term, steady progress of bilateral relations, Ying said.

During his meeting with Krasnov, Ying noted that China and Russia are friendly neighbors connected by mountains and rivers. In May of this year, Russian President Vladimir Putin chose China as the destination of his first overseas visit shortly after he was reelected as Russian President, he said.
During their meeting in Beijing, President Xi Jinping and President Putin signed a joint statement on deepening the China-Russia comprehensive strategic partnership of coordination for a new era on the occasion of the 75th anniversary of the establishment of diplomatic ties between the two countries, outlining a blueprint for the future development of Sino-Russian relations at a new historical starting point, he added.
Ying said that against the backdrop of the sustained high-level development of bilateral relations, judicial exchanges and cooperation between the two countries' procuratorial organs have also been deepened continuously.
Over the years, the procuratorial organs of both countries have supported each other and closely cooperated within multilateral procuratorial cooperation mechanisms, such as the Prosecutor-General Conference Mechanism of Shanghai Cooperation Organization (SCO) Member States and the BRICS Heads of Prosecution Services Meeting Mechanism, continuously enriching and developing the friendly cooperation between the procuratorial organs of the two countries, he said.
Last year, the SPP and the Prosecutor General's Office of Russia jointly signed multiple cooperation agreements, steadily advancing practical cooperation in various fields, he added.
Ying expressed the hope that the procuratorial organs of both countries will continue to maintain close and friendly exchanges, promote judicial exchanges and cooperations to new heights, and facilitate the continuous development of multilateral mechanisms, such as the Prosecutor-General Conference Mechanism of SCO Member States and the BRICS Heads of Prosecution Services Meeting Mechanism, to better serve the high-quality development of the two countries, as well as economic and social development in the region.
Krasnov warmly welcomed the Chinese prosecutor delegation. He said that the Prosecutor General's Office of Russia highly values its profound friendship with the SPP, and is willing to take this visit as a new starting point to further strengthen exchanges and cooperations with Chinese procuratorates, effectively implement cooperation plans and agreements between the two sides, jointly improve their capabilities and level of performance, and provide high-quality judicial guarantees for the modernization of both countries.

Ying said that the SPP is willing to further deepen friendly cooperation with the law enforcement and judicial organs of Russia in punishing transnational crimes, terrorist crimes, religious extremist crimes based on bilateral treaties regarding civil and criminal judicial assistance, extradition, and the transfer of convicted persons, to better benefit both countries and their people.
Bastyrkin and Kolokoltsev appreciated the achievements of China in legal development and procuratorial work, and expressed hope to further strengthen exchanges and cooperation with Chinese procuratorates in punishing transnational crimes, conducting criminal judicial assistance, deepening high-level visits, and exchanging personnel for professional training.
Both sides should jointly promote the continuous improvement of the judicial work of both countries, contributing to the consolidation and deepening of friendly relations between the two countries, ensuring security and stability, and enhancing the well-being of the people, they said.
Zhu Yapin, Chief Prosecutor of the People's Procuratorate of Beijing Municipality, Chen Yong, Chief Prosecutor of the Shanghai People's Procuratorate, and Wang Xuguang, Chief Prosecutor of the Shaanxi People's Procuratorate, also participated in the visit. Zhang Hanhui, Chinese Ambassador to Russia, and Luo Zhanhui, Consul General of China in St. Petersburg, accompanied the delegation during relevant activities.
During the visit, in accordance with the friendly agreements signed between the People's Procuratorate of Beijing Municipality and the Moscow Prosecutor's Office, as well as between the Shanghai People's Procuratorate and the St. Petersburg Prosecutor’s Office, Zhu and Chen respectively held working meetings with the Chief Prosecutors of Moscow and St. Petersburg.
