SPP vows to prioritize quality of procuratorial recommendations for social governance

An on-site selection event for outstanding procuratorial recommendations for social governance of 2023 from procuratorial organs nationwide was held on June 20 at the Shanghai Branch of the National Prosecutors College.

Shi Weizhong, Permanent Member at Deputy-Ministerial Level of the Procuratorial Committee of the Supreme People's Procuratorate (SPP), attended the meeting. He emphasized that procuratorial organs should prioritize the quality of procuratorial recommendations, better leverage the role of procuratorial recommendations in enhancing the effectiveness of social governance and advancing the modernization of the national governance system and governance capacity, and shift the focus from issuing recommendations to follow-up supervision to ensure their effective implementation.

Shi noted that since 2018, procuratorial organs nationwide have issued over 220,000 procuratorial recommendations for social governance. These recommendations have played a significant role in promoting judicial standardization and law-based administration, improving people's livelihoods, and encouraging enterprises to operate in accordance with laws and regulations.

Procuratorial organs should issue procuratorial recommendations for social governance with high quality and efficiency, in a bid to address deep-seated social governance issues identified during case handling, and promote higher-level governance of the sources of litigation, he added.

This year marks the fifth consecutive year that the SPP has conducted the selection of outstanding procuratorial recommendations for social governance nationwide. This year's selection resulted in 20 outstanding procuratorial recommendations.

The panel of judges comprised 14 members, including Xu Zhong, a deputy to the National People's Congress, Ding Guanghong, a member of the National Committee of the Chinese People's Political Consultative Conference, leading officials and experts of relevant central departments, Legal Daily, Shanghai Jiao Tong University, and East China University of Political Science and Law, as well as leading officials of relevant departments of the SPP and provincial procuratorates.
