The Supreme People's Procuratorate (SPP) has issued a guideline on strengthening technology use in procuratorial work in order to further enhance the professionalism and standardization of procuratorial technology in the new era.
The guideline focuses on strengthening the legal supervision function of procuratorial organs, with the main responsibilities including examination and appraisal, a specialized review of technical evidence, and technical assistance. It aims to improve work modes, coordinate resource allocation, strengthen team building, provide evidence and technical support for case handling, and help procuratorial organs fulfill their duties with higher quality and efficiency.
It is pointed out in the guideline that the role of technology in legal supervision and case handling should be fully leveraged.
It calls for strengthening examination and appraisal work, enhancing the supporting role of examination and appraisal in procuratorial investigations, and leveraging its function in public interest litigation investigations and judgment of litigation requests.
The guideline also emphasizes the need to expand the scope of examination and appraisal in support for evidence verification in litigation supervision cases, and to strengthen specialized review of technical evidence to fully utilize procuratorial technology in assisting supervision and rectification.
While calling for standardizing on-site investigation and evidence collection work and improving the rules thereof, the guideline stresses the application of rapid testing, big data, remote sensing, and other technologies in procuratorial supervision and case handling.
It urges more application of such technologies as handwriting analysis, forensic accounting examination and psychological testing, and highlights the need to strengthen technology support for prosecutors in court cross-examinations and hearings.
The guideline underscores the need to improve the technology work system and coordinate the use of technology resources in procuratorial work. It calls for enhancing the professionalism and standardization of technology use in procuratorial work.
