Ying Yong urges efficient handling of suggestions of NPC deputies and CPPCC proposals

The Supreme People's Procuratorate (SPP) holds a meeting on handling the suggestions of deputies to the National People's Congress (NPC) as well as the proposals of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) on April 7.

Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the Supreme People's Procuratorate (SPP), has underlined the need to consciously accept the supervision of the National People's Congress (NPC) and the democratic supervision of the National Committee of the Chinese People's Political Consultative Conference (CPPCC).

Ying made the remarks at a meeting organized by the SPP on April 7 on handling the suggestions of deputies to the NPC as well as the proposals of the CPPCC National Committee. 

He called for further improving the quality and effectiveness of handling those suggestions and proposals, and the need to transform them into a powerful driving force for the SPP in taking effective measures to implement the requirements stipulated in the resolution of the second session of the 14th NPC on the work report of the SPP.

"This year, the SPP will undertake a total of 298 suggestions and proposals, which carry the new expectations and demands of the NPC deputies, CPPCC members and the people for procuratorial work," Ying said.

"Handling of suggestions and proposals is an important part of procuratorial work and an important aspect of accepting the supervision of NPC deputies and CPPCC members. The handling process itself embodies the practice of whole-process people's democracy."

Ying emphasized that handling the suggestions and proposals is conducive to enhancing the pertinence of procuratorial organs in serving the overall development of the country, better fulfilling the procuratorates' responsibilities for the people, and resolving the difficulties and bottlenecks that undermine the quality and effectiveness of legal supervision.

Better handling of suggestions and proposals is helpful to handling each case with high quality and efficiency, as well as to enhancing the satisfaction and credibility of procuratorial work, he added.

Ying pointed out that handling the suggestions and proposals to a high standard and with great effectiveness should be included in the key tasks of the SPP for the year and throughout the entire process.

Efforts should be made to continuously improve the work mechanisms, innovate the work methods and enhance the quality and effectiveness in a bid to ensure all the suggestions and proposals are met with responses satisfactory to NPC deputies and CPPCC members, he said.

While comprehensively advancing the progress of handling all the suggestions and proposals, the key ones that are obliged to be undertaken by the SPP and subject to oversight in the implementation process should be prioritized to ensure quality and effectiveness, Ying said.

He underscored the need to improve the internal consultation and coordination mechanism, as well as to strengthen collaboration with other departments jointly responsible for handling the relevant suggestions and proposals with the SPP.

Efforts should be made to enhance the quality of handling suggestions and proposals, optimize response mechanisms, and effectively improve the pertinence and effectiveness of responses, he said.

Ying emphasized the importance of conducting liaison work to better ensure that NPC deputies and CPPCC members perform their supervisory duties in accordance with the law. This includes further enhancing the pertinence of liaison services, focusing on areas of NPC deputies and CPPCC members’ concern, and strengthening the liaison mechanism in a tailored way, he said.

It also involves enhancing the meticulousness of liaison services, and improving the efficiency and effectiveness of providing feedback to NPC deputies and CPPCC members on the progress of the handling of their suggestions and proposals, Ying said.

Ying also called for enhancing liaison services on a regular basis and inviting NPC deputies and CPPCC members to participate in procuratorial work in various ways in order to better accept their supervision.

Tong Jianming, Deputy Secretary of the Party Leadership Group and First Deputy Prosecutor General of the SPP, chaired the meeting and reported on the handling of suggestions and proposals in 2023 and the basic situation of undertaking suggestions and proposals for the year 2024.

The relevant departments, which have been honored for their good practices in handling suggestions and proposals in 2023, shared their experiences at the meeting.
