Ying Yong, Prosecutor General of the Supreme People's Procuratorate (SPP) of China, and Rodolfo Delgado, El Salvador's Attorney General, sign a Memorandum of Understanding on Cooperation between the SPP and the Attorney General's Office of El Salvador, after their meeting on March 25.

Ying Yong, Prosecutor General of the Supreme People's Procuratorate (SPP) of China, met with a delegation led by Rodolfo Delgado, Attorney General of El Salvador, in Beijing on March 25.

Ying welcomed the visit of Delgado and his delegation. He said that since the establishment of diplomatic relations between China and El Salvador, bilateral relations have developed rapidly with political mutual trust continuously strengthened and practical cooperation yielding fruitful results.

It has been proven that the decision of the two countries to establish diplomatic relations is in line with the trend of the times and meets the aspirations of the people, Ying said, adding that it is a correct decision that is sure to stand the test of time.

Noting that Delgado is the first attorney general of El Salvador to visit China since the establishment of diplomatic relations, Ying said that this visit will further deepen exchanges and cooperation between the two countries in the judicial and procuratorial fields, and consolidate the positive momentum of the development of bilateral relations.

Ying briefed Delgado and his delegation on the general information and main functions of the procuratorates in China, and provided an overview of the digital development and application of information technology  in the country’s procuratorates, a topic that is of great interest to the Salvadoran delegation.

He said that the procuratorates across China have been seriously studying and implementing the guiding principles of the 20th National Congress of the Communist Party of China, to faithfully fulfill the constitutional and legal obligations of supervision in line with the law, and handle each case with high quality and efficiency.

They strive to serve the country's overall situation, bear in mind justice for the people, and fulfill the responsibilities of the rule of law, Ying said, adding that they consistently promote the practice of Xi Jinping Thought on the Rule of Law in procuratorial work, advancing Chinese modernization through the modernization of procuratorial work.

He noted that along with the development of IT in China, the SPP has actively implemented a digital strategy and continuously optimized and upgraded its application of IT within procuratorial work.

It focuses on building a mechanism for digital procuratorial work that is "business-oriented, data-integrated, technologically supported, and application-focused," actively develops and uses big data supervision models and assistance systems for judicial case handling, and speeds up the digital and intelligent development of procuratorial work in order to effectively empower legal supervision, Ying said.

He emphasized that the SPP is willing to work together with the Attorney General's Office of El Salvador in line with the important consensus reached between the two heads of state, share experiences in strengthening the rule of law, safeguarding judicial fairness and promoting social equity and justice, and further strengthen exchanges and cooperation to deliver more benefits to the two countries and their people.

Delgado expressed his gratitude for Ying's warm reception as well as his admiration for China's achievements in strengthening the rule of law and procuratorial work.

He said that the pragmatic relationship between El Salvador and China aimed at benefiting both countries and their people. Strengthening relations with China is of great importance to El Salvador, he added.

The procuratorial organs of El Salvador are willing to strengthen exchanges and cooperation with their Chinese counterparts in combating transnational crimes and IT application, continuously enhancing the well-being of the people of both countries through the power of the rule of law, Delgado said.

Following the meeting, Ying and Delgado signed a Memorandum of Understanding on Cooperation between the SPP and the Attorney General's Office of El Salvador.

Deputy Prosecutor General of the SPP Zhang Xueqiao, Ambassador of El Salvador to China Aldo Alvarez, and Deputy Attorney General of El Salvador David Vaquero also attended the meeting.
