The Supreme People's Procuratorate holds a teleconference on March 14 to thoroughly study and implement the guiding principles of the important speeches made by Xi Jinping, General Secretary of the Communist Party of China Central Committee, during the annual sessions of the National People's Congress and the Chinese People's Political Consultative Conference National Committee, and of the two sessions.

The Supreme People's Procuratorate (SPP) held a teleconference on March 14 to thoroughly study and implement the guiding principles of the important speeches made by Xi Jinping, General Secretary of the Communist Party of China (CPC) Central Committee, during the annual sessions of the National People's Congress (NPC) and the Chinese People's Political Consultative Conference (CPPCC) National Committee, and of the two sessions. The meeting also deployed relevant measures to be implemented by procuratorial authorities.
In his speech at the meeting, Ying Yong, Secretary of the Party Leadership Group and Prosecutor General of the SPP, said that the two sessions are very important meetings for this year, which marks the 75th anniversary of the founding of the People's Republic of China and a crucial year to fulfill the goals and tasks set in the 14th Five-Year Plan (2021-25). The important speeches delivered by Xi during the two sessions have profoundly clarified the major issues related to the advancement of the Chinese modernization, and further pointed out the direction and provided fundamental guidance for the cause of the Party and the country. The various reports and resolutions reviewed and approved at the annual sessions are all related to the long-term development of the Party and the nation. Procuratorial authorities at all levels should conscientiously align their thinking and action with the guiding principles of Xi's speeches and the two sessions, closely integrate them with the implementation of the arrangements and requirements made at the Central Economic Work Conference, the Central Political and Legal Work Conference, and the National Prosecutors General Conference, and continue to promote the application of Xi Jinping Thought on the Rule of Law in procuratorial practice.
Ying emphasized that procuratorial authorities must adhere to the overall tone of seeking progress while maintaining stability, coordinate high-quality development and high-level security, continuously maintain stability, promote development, safeguard people's livelihoods, and ensure good governance on the track of the rule of law. He urged procuratorial authorities to resolutely apply a holistic approach to national security, severely crack down on various crimes that endanger national security, fully fulfill their prosecutorial functions in combating corruption, strictly punish cybercrimes, fully and faithfully implement the criminal policy of combining leniency and severity, and strengthen the governance of minor offenses. Crimes disrupting order of the market economy will be punished in accordance with the law, and the special action of "Procuratorial Protection of Enterprises" will be carried out to stabilize social expectations and boost market confidence. Procuratorial authorities must also strengthen procuratorial work in the fields of finance, environment and resources, and "san nong" (agriculture, rural areas, and farmers), as well as deepen intellectual property prosecution, to serve the growth of the digital economy and accelerate the development of new quality productive forces.
Ying noted that procuratorial authorities must uphold the development concept of putting the people at the center and handle every case with high quality and efficiency. The special action of "Procuratorial Protection of People's Livelihoods" highlighting the handling of cases related to people's livelihood security should be conducted with solid efforts, and crimes that endanger production safety punished in accordance with the law to ensure the safety of people's lives and property. The judicial protection of minors will be strengthened and the prevention and governance of juvenile delinquency reinforced. Ying urged procuratorial authorities to beef up legal support and prosecution efforts for specific groups, strengthen the summary and refining of typical cases, and consciously promote interpretation of judicial concepts to publicize the spirit of the rule of law. He also asked prosecutors to attach greater importance to the quality of prosecutorial suggestions and continuously promote the practice of "providing responses on case handling to litigation sources" to advance relevant social governance.
Ying noted that continuous efforts must be made to improve and strengthen legal supervision, maintain judicial and social fairness and justice, while sticking to the principle of "handling every case with high quality and efficiency" throughout the entire process and every link in case handling. He called for more efforts to adhere to an integrated, full-scale and proactive performance in accordance with the law, comprehensively strengthen legal supervision over litigation activities such as filing, investigation, trials, and execution, and to promote coordinated and overall development of prosecution of criminal, civil, administrative, and public interest litigation. Ying also urged the establishment of a sound legal supervision mechanism, improvement of the external collaboration mechanism, optimization of internal duty performance models, and deep implementation of the digital prosecution strategy while further standardizing and improving the transparency of procuratorial work.
Ying underlined the need to persistently strengthen self-improvement, enhance political and procuratorial development in an integrated way, and consolidate and expand the achievements of the thematic education program. He said procuratorial authorities should exercise full and strict governance, strengthening the supervision over and restraint of the operation of procuratorial power. Procuratorial reform should be deepened further and the judicial responsibility system should be accurately implemented across the board. Meanwhile, procuratorial authorities should also improve the quality and efficiency of procuratorial affairs management, and continuously advance grassroots infrastructure construction.
Ying pointed out that consciously accepting the supervision of the NPC and the democratic supervision of the CPPCC is a natural requirement for procuratorial authorities to practice whole-process people's democracy. He called on procuratorial authorities to further reach out to NPC deputies and CPPCC National Committee members and listen to the people.
A total of 116 NPC deputies and CPPCC National Committee members were invited to attend the meeting at the main venue and parallel sessions.
