"Today, I will participate in the deliberation of the reports with 'dual identities': I will deliberate on the work report of the Supreme People's Court (SPC) as a deputy to the National People's Congress (NPC), and I will listen to your deliberations and suggestions on the work report of the Supreme People's Procuratorate (SPP) on behalf of the SPP," said Ying Yong, a deputy to the NPC, and also Secretary of the Party Leadership Group and Prosecutor General of the SPP, when deliberating on the work reports of the SPC and the SPP at a group meeting of the Anhui delegation of the NPC on the morning of March 9.
Ying said that the work report of the SPC articulates its points with data, supports them with facts, and elucidates the law through typical cases. It comprehensively and objectively summarizes the achievements, analyzes problems based on facts, and pragmatically plans for the future work. The report embodies Xi Jinping Thought on the Rule of Law, and reflects the concept of active judiciary. Closely aligning with social concerns and public interests, it is a good report with a political height, showcasing people's sentiments, and demonstrating the power of the rule of law and judicial warmth.
Ying said that in the past year, the people's courts have served national key strategies by providing coordinated services for the country's high-quality development and high-level security, thoroughly implementing the overall national security concept, strictly punishing major crimes in accordance with the law, and severely punishing crimes of duty such as corruption and bribery, as well as making solid efforts to create a law-based business environment and effectively safeguard national security, social stability, and people's peace. The courts adopted the people-centered approach in handling various cases related to people's livelihoods in accordance with the law, clarifying judicial adjudication rules through typical cases, continuously implementing the principle of "where there is a petition letter, there must be a response", and focusing on solving the most urgent and difficult problems for the people. The courts have also carried forward and developed the "Fengqiao model" for promoting community-level governance in the new era, adhered to the principle of "handling cases is governance", collaborated with administrative organs and other judicial organs to establish diversified dispute resolution mechanism, and fully utilized judicial suggestions. Great efforts have been made to prevent the occurrence of cases and address the root causes of cases. The courts have upheld the political construction of the Party, continuously deepened the full and strict governance over the Party and court affairs, accurately implemented the judicial accountability system, and strengthened the responsibilities of the chief justices in the management and supervision of trials. They have also consciously accepted legal supervision by procuratorial organs, and maintained fair justice.
He noted that both the SPC and the SPP are judicial organs under the absolute leadership of the Communist Party of China and shoulder the common political and legal responsibilities of serving Chinese modernization with the power of the rule of law. Procuratorial organs will conscientiously implement the deliberations of the NPC deputies on the work report of the SPP and their suggestions on procuratorial work, further strengthen cooperation with law enforcement and judicial organs such as the SPC, continuously reinforce and improve procuratorial work, fully fulfill their legal supervision responsibilities in accordance with the law, and work together to make the people feel fairness and justice in every judicial case.
