The Supreme People's Procuratorate (SPP) has decided to launch a nationwide special campaign on safeguarding quality and safety through procuratorial work from March to December.
The special action targets four major goals. Firstly, cracking down in accordance with the law on the crime of producing and selling fake and inferior goods, particularly addressing common counterfeit goods violations closely associated with people's lives under new business models such as online marketing and live streaming, thoroughly digging deep into the sources of raw materials and the chains of production and sale to comprehensively ensure the quality and safety of goods. Secondly, promoting the recall and destruction of goods involved in cases, minimizing the harm and risks of fake and inferior goods to public health and property safety to the greatest extent. Thirdly, enhancing two-way interlinking between administrative law enforcement and criminal justice, improving mechanism construction, and facilitating the resolution of difficulties in the inspection and identification of items involved in cases, and making timely suggestions to administrative departments to transfer suspected criminal cases and bolstering reverse connection. Fourthly, implementing the overall arrangements of quality inspection and assessment made by the central government, enhancing relevant standards, and scientifically evaluating the quality and efficiency of the assessment work by procuratorial organs in various regions.
The procuratorial organs will fully leverage their functions of arrest and prosecution, and strengthen investigation and trial supervision. They will thoroughly investigate and verify clues of production and sale of fake and inferior goods, and enhance case-filing supervision. The organs will also actively participate in social governance through providing prosecutorial suggestions. In addition, they will promote the establishment and improvement of the coordination mechanisms between administrative law enforcement and criminal justice in ensuring the quality and safety of agricultural products and conducting market supervision in a bid to enhance the joint efforts. Personnel will be dispatched to supervise and guide the handling of major product quality-related cases that draw high social attention, according to the SPP.
