1. Internal Institutions
The General Office
The General Office is responsible for implementing and handling the instructions and guidance of the leaders of the Central Authorities and coordinating the applications for and reports on major procuratorial issues.
It assists the Party Group and the leaders of the Supreme People's Procuratorate (SPP) in dealing with procuratorial affairs, and organizes, coordinates, inspects, and urges the implementation of major decisions and important tasks of the Party Group of the SPP.
It drafts and reviews important documents and manuscripts of the Party Group and the relevant institutions, compilates and submits procuratorial information and internal publications, manages the secretarial affairs, and is responsible for the liaison work with deputies of the National People's Congress (NPC), members of the Chinese People's Political Consultative Conference (CPPCC), and special procurators and advisory members.
It coordinates the work procuratorial publicity affairs, and manages office correspondence, conference affairs, confidential matters, archives, emergency response, and other related tasks. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The Political Department
The Political Department is responsible for the team building of the procuratorial system, conducts political and ideological work with procuratorial characteristics, and advances the development of procuratorial talents. It undertakes the work of appointments and removals, assessments, commendations, rewards, deployments, salary and welfare, supervision, and organizational and staffing issues for procurators, procuratorial support personnel, and judicial administrative personnel within the organs of the SPP.
It manages and guides the work of social organizations affiliated with the SPP. It leads personnel management in the local people's procuratorates at all levels and specialized people's procuratorates, coordinates with central authorities in managing the institutional establishment of the people's procuratorates, and formulates relevant personnel management measures.
It guides the construction of leadership groups within the procuratorial system and exercises supervisory responsibilities over leadership groups of the provincial people's procuratorates and specialized people's procuratorates. It is responsible for managing judicial police and oversees thought publicity, theoretical education, and ideological work of the procuratorial system. it also organizes and guides the educational and training activities within the procuratorial system.
The First Procuratorial Department (AKA the Procuratorial Department for General Crimes)
The First Procuratorial Department is responsible for the examination of arrest, the examination of prosecution, appearance in courts to support public prosecution, and protest in criminal cases handled by the SPP, as specified by law, including dangerous driving, crimes of infringing on citizens' personal rights and democratic rights, crimes against property rights, crimes of obstructing the administration of public order, crimes of impairing the interests of national defense, and crimes of serviceperson's transgression of duty (excluding intentional homicide, robbery, telecommunication network fraud, computer information network crimes, cult crimes, and drug crimes), etc.
It supervises case filing, investigation, trial, and supplementary investigation of the relevant cases. It also handles criminal protest cases under the jurisdiction of the SPP and guides the local people's procuratorates at all levels in conducting the relevant work.
The Second Procuratorial Department (AKA the Prosecutorial Department for Major Crimes)
The Second Procuratorial Department is responsible for the examination of arrest, the examination of prosecution, appearance in courts to support public prosecution, and protest in criminal cases handled by the SPP, as specified by law, including crimes of endangering national security and public security, intentional homicide, robbery, and drug crimes, etc. It supervises case filing, investigation, trial, and supplementary investigation of the relevant cases.
It handles criminal protest cases under the jurisdiction of the SPP and supervises the death penalty review activities. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The Third Procuratorial Department (AKA the Prosecutorial Department for Crimes of Dereliction of Duty)
The Third Procuratorial Department is responsible for the examination of arrest, the examination of prosecution, appearance in courts to support public prosecution, and protest for crimes of dereliction of duty transferred by the National Supervisory Commission and handled by the SPP, as specified by law.
It supervises trial and supplementary investigation of the relevant cases. It handles criminal protest cases under the jurisdiction of the SPP. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The Fourth Procuratorial Department (AKA the Procuratorial Department for Economic Crime)
The Fourth Procuratorial Department is responsible for the examination of arrest, the examination of prosecution, appearance in courts to support public prosecution, and protest for crimes of undermining the order of the socialist market economy handled by the SPP, as specified by law.
It supervises case filing, investigation, trial, and supplementary investigation of the relevant cases. It handles criminal protest cases under the jurisdiction of the SPP. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The Fifth Procuratorial Department (AKA the Procuratorial Department for Criminal Enforcement)
The Fifth Procuratorial Department is responsible for the supervision of law enforcement activities in prisons, detention houses, community correction institutions, and other places, the supervision of the execution of criminal judgments and rulings, the execution of compulsory medical treatment, and the duration of custody and case handling, and the review of the necessity of custody. It handles cases where convicts commit new crimes.
It is responsible for investigating crimes of infringing on citizens' rights and impairing judicial fairness committed by judicial personnel who abuse his office, including illegal detention, torture, illegal search, and other major crimes directly handled by the people's procuratorate in accordance with the Criminal Procedure Law. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The Sixth Procuratorial Department (AKA the Civil Procuratorial Department)
The Sixth Procuratorial Department is responsible for the examination and protest of civil cases that have been submitted to the SPP for supervision and protest. It undertakes legal supervision of the civil litigation activities of the Supreme People's Court, puts forward procuratorial recommendations for violations of the law by adjudicators in civil trial procedures other than the trial supervision proceeding, and carries out legal supervision of civil enforcement activities.
It engages in supporting civil lawsuits and handles civil complaint cases within the jurisdiction of the SPP. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The Seventh Procuratorial Department (AKA the Administrative Procuratorial Department)
The Seventh Procuratorial Department is responsible for the examination and protest of administrative cases that have been submitted to the SPP for supervision and protest.
It undertakes legal supervision of the administrative litigation activities of the Supreme People's Court, puts forward procuratorial recommendations for violations of laws by adjudicators in administrative trial procedures other than the trial supervision proceeding, and carries out legal supervision of administrative enforcement activities. It handles administrative complaint cases within the jurisdiction of the SPP. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The Eighth Procuratorial Department (AKA the Public Interest Litigation Procuratorial Department)
The Eighth Procuratorial Department is responsible for handling civil public interest litigation cases that damage the ecological environment and resource conservation, infringe on the legitimate rights and interests of mass consumers in the field of food and medicine safety, and other cases jeopardizing the public interest of society, within the jurisdiction of the SPP in accordance with the law, administrative public interest litigation cases in areas such as ecological environment and resource conservation, food and medicine safety, protection of state-owned property, and the assignment of the right to the use of state-owned land, and public interest litigation cases that infringe on the names, portraits, reputations, and honors of heroes and martyrs. It is responsible for assigning members to attend court hearings of public interest litigation cases heard by the Supreme People's Court and proposing procuratorial recommendations in accordance with the relevant regulations.
It handles public interest litigation complaint cases within the jurisdiction of the SPP. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The Ninth Procuratorial Department (AKA the Minors Procuratorial Department)
The Ninth Procuratorial Department is responsible for the examination of arrest, the examination of prosecution, appearance in courts to support public prosecution, and protest for crimes committed by minors and crimes against minors handled by the SPP, as specified by law.
It supervises case filing, investigation, trial, and supplementary investigation of the relevant cases. It carries out judicial protection of minors and prevention of juvenile delinquency. It handles relevant complaint cases within the jurisdiction of the SPP. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The Tenth Procuratorial Department (AKA the Accusations and Complaints Procuratorial Department)
The Tenth Procuratorial Department is responsible for accepting accusations and complaints submitted to the SPP. It handles state compensation cases and state judicial assistance cases within the jurisdiction of the SPP. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The Law and Policy Research Office
The Law and Policy Research Office conducts studies and research on the implementation of laws, regulations, and policies related to procuratorial work, as specified by the state, provides opinions and recommendations, and undertakes the drafting of bills related to procuratorial work, as well as the research and argumentation on the revision of relevant laws and regulations.
It undertakes the research and negotiation of the drafts of judicial assistance agreements, extradition treaties, international conventions, and other texts related to procuratorial work. It guides and organizes research on procuratorial theories and offers opinions on judicial interpretations about the application of laws related to procuratorial work. It is responsible for the comprehensive coordination work of the judicial system reform. It manages the daily work of the Procuratorial Committee of the SPP. It handles affairs related to China's Taiwan region for the SPP. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The Case Management Office
The Case Management Office is responsible for the unified acceptance and circulation of cases, monitoring the case handling process, managing assets involved in cases, overseeing legal documents, and disclosing case information. It coordinates the organization of quality assessment of case handling, evaluation of procuratorial work, and statistical analysis and assessment of prosecuting work.
It organizes and guides the work of people's supervisors. It is responsible for coordinating the requirements for work informatization and guiding the application of the unified work application system for procuratorial organs nationwide. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The International Cooperation Bureau
The International Cooperation Bureau is responsible for foreign exchange and cooperation of procuratorial organs nationwide, as well as affairs related to international judicial assistance. It is responsible for liaison and assistance between procuratorial organs in the Chinese mainland and Hong Kong and Macao Special Administrative Regions. It manages the cooperation in investigating foreign-related cases of procuratorial organs nationwide.
It coordinates and manages the drafting, negotiation, and signing of agreements or protocols on cooperation between the SPP and foreign procuratorial organs. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The Prosecutorial Inspection Bureau (Office of the Leading Group for Inspection Work)
The Bureau of Prosecutorial Inspection inspects the implementation of laws, regulations, and the provisions and decisions of the SPP of procuratorial organs at all levels. It undertakes the specific tasks of the Disciplinary Committee for Procurators and conducts internal audits.
It is responsible for formulating policies related to prosecutorial supervision work. It manages the daily work of the Leading Group for the Inspection Work of the Party Group of the SPP. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The Bureau of Planning, Finance, and Equipment
The Bureau of Planning, Finance, and Equipment formulates and implements financial and equipment plans for procuratorial organs, and compiles expenditure plans and departmental budget estimates for the SPP. It is responsible for financial management, state-owned asset management, government procurement, and related tasks of the SPP.
The Procuratorial Party Committee
The Procuratorial Party Committee is responsible for the ideological work of the organs of the SPP, publicizing and implementing the Party's lines, guidelines, and policies. It is responsible for the organization and implementation of thematic education, as well as the study and education activities of the Party in the organs of the SPP, providing education, management, supervision, and service of Party members, and facilitating Party member development.
It assists the leading Party group in managing the cadres of the basic-level Party organizations and mass organizations of the SPP, fulfilling the main responsibility of governing the Party strictly in an all-round manner, and overseeing the supervision, discipline, and accountability of the Party organizations and Party members within the organs of the SPP. It leads labor unions, the Communist Youth League, women's organizations, and other mass organizations within the organs of the SPP.
It leads the Party's work of the public entities directly affiliated with the SPP in accordance with the hierarchical relationship of Party organizations. It is responsible for targeted poverty alleviation work and undertaking other tasks assigned by higher-level Party organizations.
The Bureau of Retired Cadres
The Bureau of Retired Cadres is responsible for formulating specific implementation measures and organizing their implementation in accordance with the guidelines and policies of the Party and the State concerning the retired cadres.
It is responsible for organizing political studies, participation in social activities, and other works for retired cadres. It is responsible for financial management, medical care, living benefits, health rehabilitation, and vehicle management services for retired cadres. It organizes retired cadres to play their due roles and assists the relevant departments in handling the historical issues of retired cadres within the organs of the SPP and matters related to posthumous arrangements.
The Press office
The Press office is responsible for guiding, coordinating, and managing the work of news publicity and public opinion guidance of the procuratorial system, overseeing the overall guidance of the construction of procuratorial integrated media, coordinating the advancement of the spiritual civilization and procuratorial culture construction within the procuratorial system, overseeing the overall management of newspapers and periodicals within the procuratorial system and the review of newspapers, periodicals, and publications affiliated with the SPP.
It undertakes the daily work of the Leading Group for Procuratorial News Publicity Work of the SPP. It also guides the local people's procuratorates at all levels in conducting the relevant work.
The Procuratorial Office of Intellectual Property
The Procuratorial Office of Intellectual Property is mainly responsible for the top-level design and strategic planning of procuratorial work related to intellectual property, the handling and operational guidance of criminal, civil, and administrative cases of infringing on intellectual property rights within the jurisdiction of procuratorial organs in accordance with the law, the liaison and coordination of the Inter-Ministerial Joint Conference on Intellectual Property-Related Work, and the participation in the foreign-related negotiations on intellectual property rights.

The SPP has five affiliated entities, namely: the Organ Service Center, the National Procurator's College, the Procuratorial Daily, the Procuratorial Theory Research Institute, and the Procuratorial Technology Information Research Center, together with one enterprise: the China Procuratorial Press.
