SPP holds press meeting on administrative prosecution work

On February 23, the Supreme People's Procuratorate (SPP) held a press meeting in Beijing to review the work of procuratorates at all levels in administrative prosecution in the past five years.

Gong Ming, a permanent member of the Procuratorial Committee of the SPP, said that administrative prosecution has entered the fast lane since the SPP set up a special organ to undertake the hearing of relevant litigation cases back in December 2018.

Gong said that procuratorates at all levels have deeply studied and implemented Xi Jinping Thought on the Rule of Law, comprehensively implemented the Opinions of the Communist Party of China Central Committee on Strengthening the Legal Supervision Work of Procuratorates in the New Era, firmly grasped their functional positioning, comprehensively deepened the administrative prosecution supervision work and continuously improved the supervision system, in a move to advance the building of a Chinese path to modernization.

Statistics show that procuratorates nationwide handled 244,000 administrative prosecution supervision cases from 2018 to 2022, showing a 3.3-fold increase in the number of cases in 2022 compared to 2018. Procuratorates at all levels have solved over 33,000 thorny administrative cases through protest, proposal, public hearing and judicial assistance, and handled 11,000 administrative cases concerning market entities.

In 2021 and 2022, they undertook nearly 30,000 non-litigation law enforcement and supervision cases related to land use, involving an area of over 300,000 mu (49,400 acres) of land.

Gong said that procuratorates nationwide have comprehensively met the expectation placed on them regarding administrative prosecution, made the key points for grassroots procuratorial supervision of government agencies clear, and made large strides in the improvement of oversight work in terms of efficiency, efficacy and organizational building.

Gong said that procuratorates at all levels have strictly performed their duties in accordance with the law, followed the advanced supervision concepts, built annual report systems on the supervision of administrative cases, supervised and supported courts and administrative departments in the lawful performance of their functions, formulated guidelines for the supervision of administrative cases, targeted thorny and difficult issues in social governance, and advanced the building of a law-based government.

During the past five years, procuratorates nationwide have issued about 60,000 administrative prosecution proposals on social governance and over 98 percent have been accepted by competent government departments.
