21st Prosecutors General Conference of the SCO Member States closes in Xi'an

The 21st Prosecutors General Conference of the SCO Member States is held in Xi'an, Shaanxi province, on the morning of November 8.

The conference is chaired by Ying Yong, Procurator General of the Supreme People's Procuratorate of China. 

After completing all the agendas, the 21st Prosecutors General Conference of the Shanghai Cooperation Organization (SCO) Member States concluded on November 8 in Xi'an, Shaanxi province of China. The conference was chaired by Ying Yong, Prosecutor General of the Supreme People's Procuratorate of the People's Republic of China.

As an important specialized mechanism under the framework of the SCO, the conference had been successfully held 20 times since 2002, with three of them hosted by China. This year's conference was the fourth one hosted by the Supreme People's Procuratorate of China and was attended by delegations from nine member states of the SCO, two observer countries, and the SCO Secretariat, attracting more than 90 participants.

During the meeting, delegations from various countries made thorough preparations, and conducted frank and extensive exchanges, focusing on the theme of "the role of prosecutorial organs in serving national modernization". Based on the actual prosecutorial work in their respective countries, they put forward many forward-looking and constructive reflections and suggestions to serve as beneficial references for prosecutorial organs in each country so they can better fulfill their functions and advance their respective modernization endeavors.

India's Deputy Minister of Law and Justice Ragvier Velma delivers a speech via video link during the 21st Prosecutors General Conference of the Shanghai Cooperation Organization Member States.

Speaking via video link, Ragvier Velma, Deputy Minister of Law and Justice of the Republic of India, said that the SCO is committed to maintaining regional stability and combating terrorism, separatism, and extremism. Velma said India will continue to sincerely and diligently fulfill its obligations to the SCO and its member states in line with their common goals.

Iranian Prosecutor General Mohammad Movahedi delivers a speech during the 21st Prosecutors General Conference of the Shanghai Cooperation Organization Member States.

Islamic Republic of Iran became a member state of the SCO in July 2023. In his speech delivered at the meeting, Iranian Prosecutor General Mohammad Movahedi called for enhanced counter-terrorism cooperation and expressed Iran's commitment to strengthening legal and judicial cooperation with the SCO member states to effectively combat financial crimes and smuggling, and safeguard the legitimate rights and interests of investors from member states. Additionally, Iran hopes to learn from the experiences of other member states in promoting modernization of their prosecutorial organs.

Prosecutor General of the Republic of Kazakhstan Assylov Berik Nogaiuly delivers a speech during the 21st Prosecutors General Conference of the Shanghai Cooperation Organization Member States.

In his speech, Prosecutor General of the Republic of Kazakhstan Assylov Berik Nogaiuly expressed that digitization is beneficial for safeguarding citizens' legitimate rights and interests. The Kazakhstan prosecutorial organs attach great importance to promoting digitization and have effectively utilized digital means in the areas of criminal, civil, and administrative prosecution. Kazakhstan hopes to further enhance international cooperation in the digitization of prosecutorial work and share the achievements of digitization.

Prosecutor General of the Kyrgyz Republic Kurmankul Zulushev delivers a speech during the 21st Prosecutors General Conference of the Shanghai Cooperation Organization Member States.

Prosecutor General of the Kyrgyz Republic Kurmankul Zulushev said in his speech that the Kyrgyz prosecutorial organs attach great importance to supporting and protecting business operations. They are actively working to improve the business and investment environment through the rule of law. Zulushev said he hopes to learn from the experiences of other countries to help deepen the country's judicial reform, improve relevant mechanisms, and better safeguard the legitimate rights and interests of entrepreneurs and investors.

Additional Attorney General of the Islamic Republic of Pakistan Rashdeen Nawaz delivers a speech during the 21st Prosecutors General Conference of the Shanghai Cooperation Organization Member States.

Additional Attorney General of Islamic Republic of Pakistan Rashdeen Nawaz noted in his speech that the Pakistani prosecutorial organs are willing to strengthen practical cooperation with the prosecutorial organs of the SCO member states in combating terrorism and maintaining border security. He also underscored the importance of self-supervision and restraint within the prosecutorial organs and the need to establish an effective system of checks and balances to regulate the limits of prosecutorial power and the responsibilities of prosecutors.

Prosecutor General of the Russian Federation Krasnov Igor Victorovich delivers a speech during the 21st Prosecutors General Conference of the Shanghai Cooperation Organization Member States.

Prosecutor General of Russian Federation Krasnov Igor Victorovich stated in his speech that the Russian prosecutorial organs undertake functions such as cracking down on crimes, overseeing investigative measures, conducting investigations, and initiating legal proceedings in accordance with the law. Russia hopes to learn from the experiences of its counterparts in serving and guaranteeing the implementation of major national projects and providing prosecutorial support for the smooth implementation of national modernization projects.

Prosecutor General of the Republic of Tajikistan Rahmon Yusuf delivers a speech during the 21st Prosecutors General Conference of the Shanghai Cooperation Organization Member States.

Prosecutor General of the Republic of Tajikistan Rahmon Yusuf said in his speech that the Tajik prosecutorial organs play an important role in protecting the legitimate rights and interests of enterprises and promoting their development. Yusuf said they have set up special offices to supervise the implementation of laws related to taxation and the protection of business operations. He hopes to learn from the experiences of the prosecutorial organs of the SCO member states so as to create a more favorable legal business environment.

Prosecutor General of the Republic of Uzbekistan Yuldoshev Nigmatilla Tulkinovich delivers a speech during the 21st Prosecutors General Conference of the Shanghai Cooperation Organization Member States.

Prosecutor General of the Republic of Uzbekistan Yuldoshev Nigmatilla Tulkinovich stated in his speech that supporting national reforms through prosecutorial reforms is an important mission of the Uzbek prosecutorial organs. He hopes to strengthen cooperation with the prosecutorial organs of the SCO member states in areas such as anti-corruption judicial cooperation, and the protection and support of enterprise development in order to better serve national reforms and development.

Prosecutor General of the Republic of Belarus Andrei Shved delivers a speech during the 21st Prosecutors General Conference of the Shanghai Cooperation Organization Member States.

Andrei Shved, Prosecutor General of the Republic of Belarus, one of the two SCO observer countries, expressed in his speech that he felt honored to be invited to attend the 21st Prosecutors General Conference of the SCO Member States. The Belarusian prosecutorial organs will fulfill their supervisory responsibilities and strengthen exchanges and cooperation with the member states in combating terrorist activities and preventing "color revolutions", thus playing a greater role in maintaining national and regional security and stability.

Banzragch Jargalsaikhan, Prosecutor General of Mongolia delivers a speech during the 21st Prosecutors General Conference of the Shanghai Cooperation Organization Member States.

Banzragch Jargalsaikhan, Prosecutor General of Mongolia, another SCO observer country, warmly congratulated the convening of the meeting and wished for fruitful exchanges and cooperation among the prosecutorial organs of the member states under the framework of the Prosecutors General Conference of the SCO Member States.

Based on full communication and exchanges, participants of the meeting reached important consensuses on strengthening the crackdown on financial crimes and illegal activities, combating economic crimes, deepening cooperation in legal fields, and conducting collaborative prosecutorial education and training.

Representatives of the member states attending the conference signed the Minutes of the 21st Prosecutors General Conference of the Shanghai Cooperation Organization Member States, which clarified further efforts to promote continuous development and improvement of the mechanism of the conference. The summary confirmed that the next conference will be held in the Kyrgyz Republic in 2024.

Under the mechanism of the Prosecutors General Conference of the SCO Member States, a roundtable meeting of military prosecutors general was held simultaneously, with the theme "joint anti-terrorism exercises and judicial cooperation in defense security in maintaining order". Held for the first time by the SCO member states, the roundtable meeting of military prosecutors general was of great significance in enhancing mutual trust and deepening cooperation.

The Prosecutor General of the Military Procuratorate of the People's Liberation Army of China held bilateral talks with the chief military prosecutors or representatives of Iran, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan, Uzbekistan, Belarus, and Mongolia, and signed cooperation agreements with the deputy prosecutor general and the military prosecutor general of the Russian Federation.

Representatives of the SCO member states signed the Summary of the Roundtable Meeting of the Military Prosecutors General of the SCO Member States, which confirmed strengthening of business exchanges and judicial cooperation between the military prosecutors' offices (military judicial organizations) of the SCO member states, and provided legal support for joint counter-terrorism exercises to combat terrorism and maintain border order.

"With the guidance of the 'Shanghai Spirit', the cooperation among the prosecution institutions of the SCO member states will surely achieve new leaps and developments, and we also expect our friendship to endure," said Ying in his remarks announcing the successful conclusion of the conference on Nov 8, on behalf of China's Supreme People's Procuratorate, the organizer of the event.
