The 21st Prosecutors General Conference of the Shanghai Cooperation Organization Member States opens in Xi'an, Shaanxi province of China, on Nov 8.

The 21st Prosecutors General Conference of the Shanghai Cooperation Organization (SCO) Member States opened in Xi'an, Shaanxi province of China, on Nov 8, with the theme of "the role of prosecutorial organs in serving national modernization". Chen Wenqing, a Member of the Political Bureau of the Communist Party of China (CPC) Central Committee and Secretary of the Commission for Political and Legal Affairs of the CPC Central Committee, attended and addressed the opening ceremony. 

In a keynote speech delivered at the meeting, Ying Yong, Prosecutor General of the Supreme People's Procuratorate (SPP) of the People's Republic of China, stated that the conference is an important professional mechanism within the SCO framework. Since its establishment in 2002, the procuratorial organs of member states have conducted practical cooperation and achieved fruitful results in combating terrorism, separatism, and extremism, punishing transnational crimes, and strengthening the supervision over  protection of enterprises, the environment, and the rights and interests of minors, under the guidance of the "Shanghai Spirit", he noted.

Ying said that all countries are moving towards modernization, and as Chinese President Xi Jinping clearly stated, China hopes to share new development opportunities with SCO members and all countries around the world through its achievements in modernization, and together make the world a better place.

With discussions focusing on the role of procuratorial organs in serving national modernization, the conference aims to consolidate the achievements of and continuously strengthen judicial cooperation, facilitating the procuratorial organs of SCO member states to fully play their role in this regard by tapping into the power of the rule of law, according to Ying.

He noted that Chinese procuratorial organs are willing to work together with their counterparts in SCO member states, under the guidance of the "Shanghai Spirit" and with a focus on the people's aspirations for a better life, to work towards the goal of realizing national modernization through sharing experiences, expanding consensus and friendly cooperation.

Zhao Yide, Secretary of the CPC Shaanxi Provincial Committee and Chairman of the Standing Committee of the Shaanxi Provincial People's Congress, extended congratulations on the convening of the conference and expressed gratitude to those at home and abroad who have long supported the development of Shaanxi in his keynote speech at the event. He said that, seated at the eastern starting point of the ancient Silk Road and now an important base for China's opening up in the western region, Shaanxi is deeply integrated into the Belt and Road cooperation, and strives to create a market-oriented, law-based international first-class business environment to promote high-quality development. He added that Shaanxi will continue to strengthen local procuratorial work, and deepen international exchanges and cooperation.

Prosecutors general and representatives from Iran, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Uzbekistan, Belarus, Mongolia, Pakistan, and India attended the conference. Tong Jianming, First Deputy Prosecutor General of the Supreme People's Procuratorate (SPP) of the People's Republic of China, presided over the opening ceremony.

To promote mutual trust and deepen cooperation among military prosecutors of member states, a roundtable meeting of military prosecutors from SCO member states was held simultaneously in Xi'an, with the theme on "joint anti-terrorism exercises and judicial cooperation in defense security in maintaining border order".
