On November 7, the Chief Grand Prosecutor and Prosecutor General of the Supreme People's Procuratorate of the People's Republic of China Ying Yong separately met with leaders of delegations attending the 21st Prosecutors General Conference of the Shanghai Cooperation Organization (SCO) Member States, in Xi'an city, Shaanxi province.

They were Mohammad Movahedi, Prosecutor General of the Islamic Republic of Iran; Assylov Berik Nogaiuly, Prosecutor General of the Republic of Kazakhstan; Kurmankul Zulushev, Prosecutor General of the Kyrgyz Republic; Rashdeen Nawaz, Additional Attorney General of the  Islamic Republic of Pakistan; Krasnov Igor Victorovich, Prosecutor General of Russian Federation; Rahmon Yusuf, Prosecutor General of  the Republic of Tajikistan; Yuldoshev Nigmatilla Tulkinovich, Prosecutor General of the Republic of Uzbekistan; Andrei Shved, Prosecutor General of the Republic of Belarus; Banzragch Jargalsaikhan, Prosecutor General of Mongolia; Zhang Ming, Secretary-General of the SCO; and Angeline Premalatha Thilagaraj, India's representative.

Ying, on behalf of the Supreme People's Procuratorate of China, extended a warm welcome to them. He said that since its establishment, the SCO has adhered to the principles of non-alignment, non-confrontation, and non-targeting at any third party, making positive efforts to maintain regional security, stability, and promoting common development and prosperity.

The Prosecutors General Conference is one of the earliest professional mechanisms formed and developed within the SCO framework, and under this mechanism prosecutorial organs of member states and observer states respect each other,  conduct exchanges and cooperation, and work together in an effective way, jointly contributing to safeguarding the interests of member states and to regional security and stability, Ying continued.

He then reviewed the exchange and cooperation between China's procuratorial organs and the procuratorial organs of other member states, introduced the basic situation of China's rule of law mechanism, judicial system, and procuratorial work.

Ying noted that the 20th National Congress of the Communist Party of China (CPC) outlined the blueprint for promoting comprehensive national rejuvenation and building a strong country with Chinese characteristics, and explicitly stated the goal of building a socialist modernized country on track in line with the rule of law and promoting the legalization of all aspects of national work.

He said that as the organs responsible for legal supervision and ensuring the unified and correct implementation of laws, China's procuratorial organs are serving Chinese-style modernization through the modernization of their work.

Chinese procuratorial organs are committed to working with SCO member states and observer states' procuratorial organs to deepen exchanges and cooperation based on the "Shanghai Spirit" and respective national laws, Ying said, adding that he believes sharing experience and learning from each other can contribute to national modernization, security, social stability, and the well-being of the people, and will also contribute to the construction of a closer SCO community with a shared future.

Heads of the visiting delegations expressed their gratitude to China's procuratorial organs for their arrangements for the conference and highly commended China's achievements in modernization and the rule of law, as well as China's efforts in the SCO's development. They expressed hopes for further cooperation in combating crimes and countering terrorism to improve the performance of their procuratorial organs.

Ying and Victorovich signed research and teaching cooperation agreements and local prosecutorial organ cooperation agreements between the prosecutorial organs of China and Russia.

Ying and Tulkinovich signed the 2024-2025 cooperation plan between the prosecutorial organs of China and Uzbekistan.

Other officials of Chinese prosecutorial organs including Tong Jianming, Zhang Jin, Li Yongjun, Liu Yongzhi, Xia Keqin, Wang Xuguang, Gao Jiming, and Lin Shan participated in relevant meetings.
