At the invitation of Mohammed Bin Sultan bin Hamoud Al-Busaidi, Vice Chairman of Oman's National Justice Committee, Ying Yong, Prosecutor General of the Supreme People's Procuratorate (SPP) of the People's Republic of China headed a Chinese delegation to visit the Arab country from Oct 31 to Nov 1.
Noting that Oman is one of the most ancient countries in the Arabian Peninsula and was an important link of the ancient Maritime Silk Road, Ying said at a meeting with Mohammed that both China and Oman have a long history and ancient civilization. The two countries have enjoyed traditional friendship and a long history of exchanges.
Since the establishment of diplomatic relations in 1978, China and Oman have granted each other full trust, respect and support. Together, the two countries have set up an example of exchanges and mutual learning between countries with different cultural heritage. Ying said that in the years ahead, Chinese procuratorial organs will be willing to further deepen their exchanges with the National Justice Committee and other procuratorial organs in Oman, explore wider approaches for the judicial cooperation of the two countries, and elevate the China-Oman strategic partnership to a new height under the guidance of the heads of the two states.
Mohammed spoke highly of China's fast economic and social development, the implementation of the rule of law, and the reform of judicial institutions. He said that Oman has always attached great importance to the development of its relations with China and is looking forward to further bolstering communication and cooperation between the law-enforcement and judicial organs of the two countries and promoting the development of the bilateral relations.
During a meeting with Khalifa Bin Sayyid Busaidi, Chief Justice of the Supreme Court of Omani, Ying introduced China's justice system and work. Ying noted that China has created “two miracles” rarely seen in the world: rapid economic growth and long-term social stability under the leadership of the Communist Party of China since the since the founding of the People's Republic of China in 1949 and, especially since the reform and opening up in 1978. He stressed that the SPP is willing to strengthen its exchanges with Omani Supreme Court, share and learn from each other about the positive experiences and measures in safeguarding judicial impartiality, and further enhance the level of bilateral judicial work.
Khalifa introduced Oman's justice system and work, and hailed the achievements made by China in its rule-of-law building. He looked forward to the exchanges and collaboration with the SPP and other Chinese judicial organs in a drive to provide a legal guarantee to further consolidate the friendly ties of the two countries.
During his stay in Oman, Ying also held a meeting with his counterpart Nasser Bin Khamis Savai. Officials from the two sides engaged in in-depth discussions over the installation, functions, organizational structure, information building and application of criminal detention by the procuratorial organs.
Ying said that the procuratorial organs are responsible for lawful oversight and sound execution of laws in China and that they have played a pivotal role in safeguarding the national and public interests. The report of the 20th CPC National Congress emphasized that procuratorial organs should step up legal oversight and enhance checks on judicial activities.
YIng said that the Chinese procuratorial organs faithfully perform their functions, make their utmost efforts to ensure that fairness and justice can be felt by all people in each case and procedure, and make full use of their functions in advancing rule-of-law building. He added that the SPP will work with the Public Prosecution in Oman to further deepen bilateral cooperation on fighting against cross-border crimes, the handling of criminal cases, and the realization of reciprocal high-level visits, and to provide sound judicial support for China as it better aligns its modernization drive with "Oman Vision 2040".
Nasser highly praised the efforts made by the Chinese procuratorial organs to push for the country's modernization and said that Public Prosecution in Oman is willing to conduct pragmatic cooperation with the SPP, promote mutual learning of advanced concepts and experience, and further raise the level of the two countries' procuratorial work for the benefit of the two states and their people.
Ying's delegation also included Chen Yong, Prosecutor General of the Shanghai People's Procuratorates of Shanghai Municipality, and Lin Yiying and Wang Shou’an, Prosecutor Generals of the People's Procuratorates of Zhejiang Province and Hubei Province, respectively. Li Lingbing, Chinese Ambassador to Oman, attended relevant activities.
