Chinese procuratorial departments have further bolstered their litigation supervision and enhanced the efficacy of law enforcement over environmental and resource protection, according to Ying Yong, Prosecutor General of the Supreme People's Procuratorate and China's Chief Grand Prosecutor.
Ying Yong made the comments at the sixth session of the Standing Committee of the 14th National People's Congress (NPC) in Beijing on October 21.
The SPP has worked with the Ministry of Public Security and the China Coast Guard to build a collaborative mechanism for lawsuit investigation, supervision and coordination that achieves early oversight and regulates case handling at source.
The SPP has also continuously conducted special supervision over lawsuits filed for environmental and resource crimes and asked administrative law enforcement departments to transfer criminal cases of environmental and natural resource impairment to the departments of public security to promote the filing and handling of relevant lawsuits and hold the parties involved accountable for their crimes.
Procuratorial departments have stepped up their oversight over civil lawsuits of disputes concerning the transfer of contracted land management rights and mine exploration rights as well as liability for environmental pollution, and guided civil entities to contribute their efforts to environmental and resource conservation.
To further safeguard judicial equity and promote the rule of law, procuratorial departments have given priority to the supervision of administrative litigation cases associated with environmental pollution punishment, land usage authorization, and land expropriation.
