Bearing his mission in mind, Fan Jun lives up to petitioners' expectations

Dealing with public petitions is tough work as most of the cases involve long-pending complicated situations. However, Fan Jun, a prosecutor with the Supreme People's Procuratorate, has braved the challenges, treating every petition case as a window to showcase judicial credibility and bring relief to petitioners.

"We will never forget the hope you have given to us," said a 60-year-old petitioner, holding Fan's hands tightly, with light shining in her eyes. The senior-aged woman had come to the Supreme People's Procuratorate to express her gratitude for the prosecutor's efforts in bringing a satisfactory solution to her petition.

This is one of the many moments of Fan's daily work in serving the petitioners at the supreme procuratorate's service center, known as the 12309 Procuratorial Service Center.

Since becoming a prosecutor in 2013 at the Supreme People's Procuratorate, Fan has projected the integrity and spirit of dedication into the petition handling work. Over the past decade, Fan, now director of the 12309 Service Center, has received over 10,000 petitioners and over 400 petition groups, bringing resolutions to their legitimate and reasonable demands in accordance with the law, and conveying the warmth of the Party and judicial organs to the people concerned.

Banners with praises for Fan's performance such as "upholding justice for the people" and "administering justice impartially and based on facts" hang over the honor wall of the service center. He has been honored as a national "Civil Servant Satisfied by the People" and an outstanding central government CPC member, due to his tireless work with high self-discipline, full enthusiasm and strong commitment to the mission as a prosecutor.

When asked how to avoid the numbness and impatience that is possible when dealing with petitioners over the years, Fan said, “When I consider my job as an important component of the cause of the Party and the nation, a sense of responsibility and sanctity will naturally arise in my heart and all efforts are due."

Many unforgettable moments have been carved in his heart: the grievances and melancholic expressions of the anxious, helpless and struggling petitioners, their intense words that were difficult to hold back when excited, and the glimmers of hope in their eyes. "The essence is to take an empathetic approach and make warm and solid efforts to grope for solutions to ease the petitioners' anxieties," said Fan. With a step-by-step perspective, he has won trust from petitioners.

"We respond to each petition letter and provide substantive resolutions to cases to ensure the people concerned feel fairness and justice," said the petition official, who has inspired his colleagues with his upstanding work attitude.

"It was you who have made me feel fairness and justice. I am proud of having such prosecutors like you in our country," a Miss Lin from Shandong province said in a thank-you letter recently sent to Fan.

Lin, a victim of a fraud case, went to the procuratorial service center for help last March. Fan and his colleagues agreed that her request was legitimate and rational after carefully reviewing her accusation documents, and submitted her case to the Shandong procuratorial authority on the same day, requesting timely review and handling in accordance with the law. They closely follow the handling of the case, with the swindler brought to justice and sentenced to 12 years in prison. Lin recovered most of her loss, which amounted to 800,000 yuan.

A petitioner surnamed Li, a high-paraplegia victim of a work accident, came alone in a wheelchair to Fan's office near closing time one day in Feb this year, as he was dissatisfied with the local criminal process decision.

As the outdoor temperature stayed at minus four degrees Centigrade in Beijing, Fan's first thought was to find the mobility-impaired petitioner a warm temporary residence. He then made immediate contacts with relevant local departments and finally, Li left with satisfaction and peace of mind. Li's case had been substantially resolved by the local procuratorial organs.

On July 3, the procuratorial service center launched a platform providing diversified on-site and one-stop dispute resolutions, a groundbreaking move for the Supreme People's Procuratorate to promptly and substantively resolve petitions and conflicts. Fan is upbeat about the new measure's enhancement of law-based petition work.

"We will persist in finding direction and methods from the Party's innovative theory, conduct in-depth research on the laws of petition work, and summarize experience from practices to better serve the people," he added.
