Ying welcomed Nguyen and said that in late October last year, at the invitation of Xi Jinping, General Secretary of the Central Committee of the Communist Party of China (CPC) and Chinese President, Nguyen Phu Trong, General Secretary of the Communist Party of Vietnam Central Committee, led a delegation to visit China, becoming the first foreign top leader to visit China after the 20th CPC National Congress.

He said that the two leaders outlined a grand blueprint for the comprehensive strategic cooperative partnership between China and Vietnam in the new era, providing important guidance for deepening cooperation in various fields between the two sides. Over the years, the top procuratorial organs of China and Vietnam have maintained a deep friendship, with frequent personnel exchanges and fruitful cooperation.

Noting that China's Supreme People's Procuratorate is willing to share the experience in the handling of procuratorial work on public interest litigation with Vietnam's Supreme People's Procuratorate, Ying said that the establishment of a procuratorial public interest litigation system has represented vivid practices and original achievements made by China.

He added that the CPC Central Committee has attached great importance to the building and development of its procuratorial public interest litigation system and expounded on it at many major conferences and in important government documents.

Ying said that China's Supreme People's Procuratorate is working on the formulation of a special law on procuratorial public interest litigation to ensure it is well-regulated and law-based in response to the requirements of the 20th CPC National Congress on further improving public interest litigation.

Ying highlighted that this year marks the 15th anniversary of the establishment of the comprehensive strategic cooperative partnership between China and Vietnam, and that Chinese procuratorial organs are willing to work with Vietnamese counterparts to deliver tangible results in the implementation of important consensuses reached between the top leaders of the two countries, continuously advance their bilateral exchanges and cooperation, deepen their judicial coordination, to contribute to the development of bilateral relations.

Tong Jianming, First Deputy Prosecutor General of China's Supreme People's Procuratorate, attended the meeting and held talks with the Vietnamese delegation about public interest litigation prosecution. He said that China's public interest litigation prosecution mechanism firmly adheres to the leadership of the CPC, bases itself on the country's actual conditions, stays committed to solving national development issues, and has unique value with Chinese characteristics in the construction of ecological civilization and the protection of the rights and interest of particular groups.

Tong added that Chinese procuratorial organs will continuously advance the modernization of philosophy, system, mechanisms and capacities related to public interest litigation.

Nguyen said that Vietnamese procuratorial organs will further strengthen exchanges and cooperation with Chinese counterparts, learn and draw inspiration from Chinese experience in procuratorial public interest litigation, and continuously deepen the reform of the Vietnamese procuratorial system.

Vietnamese Ambassador to China Pham Sao Mai also attended the meeting.
