China announces leading cultural brands to promote the building of procuratorial organs

On December 2, 2021, an awarding ceremony for outstanding cultural brands from procuratorial organs nationwide was held by the Information Office of the Supreme People's Procuratorate (SPP) and the Procuratorate Daily in Beijing.

The ceremony was attended by Tong Jianming, deputy secretary of the Leading Party Members' Group and first deputy prosecutor general of the SPP; Jidi Majia, a member of the National People's Congress (NPC) Standing Committee and then member of the Leading Party Members' Group, and vice-president and member of the Secretariat of the China Writers Association (CWA); and a group of scholars and experts, who shared their insights and judgments on procuratorial cultural brands.

Becoming a window for people to better appreciate procuratorial work

At a symposium on procuratorial information work in early 2021, Zhang Jun, secretary of the Leading Party Members' Group and prosecutor general of the SPP, cited an ancient Chinese saying that "Only when the granary is full will people learn etiquette; only when people are well-fed and clothed will they know honor and shame."

He said that the procuratorial departments should not only provide high-quality judicial and procuratorial services, but also fully publicize and expound upon the importance of the rule of law and ensure that “let the people feel justice” has been served in each and every judicial case.

Therefore, the SPP launched China's first procuratorial cultural brands selection and exhibition event in July 2021. It was designed to comprehensively showcase notable achievements made by procuratorial organs in the fulfillment of their obligations, the development of procuratorial culture and specialty cultural brands, the integration of procuratorial business with the country's profound history, diverse geography and newly emerging innovative culture, and the implementation of the central government's policies on strengthening socialist rule of law and culture.

Every one of the 73 works in the selection and exhibition event consisted of a thematic poster and image promotional film, all of which underscored the name, connotation, major activities and social influences of relevant cultural brands.

A total of 20 entries made headway into the final of the selection and exhibition event.

All these award-winning cultural brands have incorporated procuratorial culture into the main business and become an important carrier in cultivating excellent case-handling teams, building advanced working mechanisms, and exploring typical case studies.

Jidi spoke highly of the selection and exhibition event, which fully adheres to a people-centered philosophy of the rule of law, bears great political importance and demonstrates the cultural confidence of procuratorial organs.

Ning Yaqiu, an NPC deputy and a chief editor of Luohe Municipal Radio and Television Station, said that the award-winning short videos are high-quality and give a vivid introduction to the work of procuratorial departments in accessible language.

Wang Ke, a member of the Chinese People's Political Consultative Conference (CPPCC) National Committee and a professor with the College of Fine Arts at Capital Normal University, said that it is a great opportunity for him to learn the heavy workloads of local people's procuratorates.

Stressing the inheritance and development of cultural confidence

It is of great significance for procuratorial departments to properly handle the relationship between inheritance and development, which requires them to carry forward historical and cultural legacy and promote cultural innovation.

The SPP convened a symposium on commemorating Liang Baitai in his hometown, Xinchang county of East China's Zhejiang province on June 18, 2021. Liang was the first prosecutor general in the history of the CPC-founded revolutionary regime.

In his speech at the symposium, prosecutor general Zhang Jun said that all procuratorial staff should take Liang as an example, firm up their will and conviction, remain loyal to the CPC, strive to be pioneers in the implementation of the rule of law, carry on the pioneering spirit of innovation, adhere to the judicial philosophies of equality and tempering justice with mercy, follow pragmatic approaches and exercise strict self-discipline.

Shaoxing Municipal People's Procuratorate has firmly adhered to revolutionary traditions, traced the historical roots of the CPC in the building of political and judicial systems, and incorporated fine revolutionary conduct into the cultivation of the “Liang Baitai procuratorial cultural brand”.

Meanwhile, the district-level people's procuratorates in Lanshan of Linyi city, East China's Shandong province, and Hedong in North China's Tianjin have respectively chosen the heroic Yimeng Mothers and Jiao Yulu (Jiao Yulu was the former Party chief of Lankao county in Central China's Henan province) as inspirational examples in the building of model government departments and advanced cultural brands.

Nurturing cultural confidence through procuratorial work

Zhang noted that procuratorial departments nationwide should advance the integrated development of procuratorial work, culture and publicity, and carry forward legal civilization with Chinese characteristics through high-quality cultural work that emphasizes the rule of law.

The emergence and popularity of the “Sister Sha procuratorial cultural brand” is a testament to what procuratorial departments have done to foster cultural confidence through their daily work.

In 2012, Chongqing Municipal People's Procuratorate set up 45 special work offices in the name of Wang Sha, a female front-line prosecutor in Dadukou district, to protect the lawful rights and interests of minors.

Over the past decade, procuratorial organs in Chongqing have designated 416 prosecutors, recruited 1,531 social volunteers, created 51 training bases and hired over 100 psychological experts to jointly promote the judicial protection of juveniles.

The procuratorial cultural brand of Sister Sha has been aired by the China Central Television news program Focus Report twice and written into the SPP's work report at the annual two sessions three times. Additionally, it has fully received recognition from the Commission for Political and Legal Affairs of the CPC Central Committee, the SPP and the Chongqing Municipal Committee of the CPC, and become a new carrier for the innovative development of social governance.

Moreover, the procuratorial organs in Handan of North China's Hebei province, Suzhou of East China's Jiangsu province, Jingdezhen of East China's Jiangxi province, and East China's Shanghai have successfully fostered their own award-winning cultural brands on the basis of local historical and cultural heritage.

Utilizing legal confidence to better serve the people

In June 2021, the CPC Central Committee issued a circular on strengthening the legal oversight of procuratorial organs.

It was the first time that the Party gave specific guidance on the legal supervision of procuratorial organs in its history, which gives new political and historical responsibility as well as higher requirements to them in the new era.

Over the past few years, Quanzhou Municipal People's Procuratorate has taken utmost efforts to improve its governmental services, built a legal education base for private enterprises, and cultivated a sound procuratorial model aimed at the high-quality development of the private sector.

Under the support of Quanzhou Municipal People's Procuratorate, a Quanzhou-based leading sportswear company has successfully saved about 35 million yuan (US$ 4.8 million) of rental costs and increased its annual sales volume to 300 million yuan.

The efforts made by Quanzhou Municipal People's Procuratorate to safeguard the high-quality development of the private economy were written into the SPP's work report at the annual two sessions in 2018 and 2019.

The procuratorial department of Zigong city of Southwest China's Sichuan province has drawn inspiration from local historical and cultural heritage concerning salt extraction in its adherence to a people-centered development philosophy, further expanding the coverage of its governmental services to ensure the healthy development of non-public enterprises.

The procuratorial organs in Manasi county of Northwest China's Xinjiang Uygur autonomous region and Lushi county of Henan province have made similar efforts to serve people in the workplace.

Endeavors to foster a strong procuratorial culture

In his speech at the awarding ceremony, first deputy prosecutor general Tong Jianming asked procuratorial organs nationwide to redouble their efforts in the building of cultural brands, forge new growth momentum through cultural soft power, enhance the learning and utilization of the Party's new theories, strengthen their own cultural building, political stance and cultural confidence, increase the publicity of cultural brands and their judicial philosophies, push for the formation of fine legal conduct, and nurture new growth points of procuratorial work through cultural building.
